DAYTON, OH—The Department of the Air Force (DAF) is creating the first Historically Black Colleges and Universities (HBCU) led University Affiliated Research Center (UARC). This is also the first DAF UARC. The UARC’s core competencies will focus on advancing the deployment of tactical autonomy for DAF missions. The success of this effort is built on a strong partnership between the DAF, USD(R&E), USD(A&S) and USD(P&R) under the overarching guidance of the Secretary of Defense.
BACKGROUND OF THE PROGRAM
HBCUs graduate 30 percent of African American STEM professionals, but receive less than .05 percent of DOD research funding. HBCUs consistently produce high caliber STEM talent able to compete for advanced degrees at top academic programs. More than one third of African American STEM PhD holders earned a bachelor’s degree from an HBCU while 88 percent of these PhD holders receive PhDs from non HBCUs.

This is clear evidence that untapped potential to address National Security imperatives resides at HBCUs but it is unavailable to the DAF due to historical inequities.
INTENT OF THE PROGRAM
This initiative will enable the DAF to establish and maintain essential research and development capabilities to advance the field of Autonomy and deliver operationally relevant autonomy for national security requirements. Desired outcomes are to:
Advance the field of Autonomy by focusing on key DAF operational imperatives.
Grow and diversify the available pool of Scientists and Engineers to support the DAF and grow organic technical excellence.
Increase capacity accessible to the DAF by fostering HBCU R1 Research Classification.
Seed a unique ecosystem of small and large businesses around the UARC to further the above outcomes.
The UARC will be competitively selected through a Broad Agency Announcement (BAA) made available soon to industry and academia. It will be based on a consortium model with a Lead HBCU Institution and additional performer institutions, serving under a consortium framework. The DAF Chief Scientist (AF/ST) will be the UARC sponsor with a Management Office responsible for UARC implementation and oversite; and an Executive Steering Board (ESB) which will be populated with members from DoD community partners. The UARC award period will be 5 years with 5 option years at $12M per year. The DAF is leading the investment with $8M per year with additional annual contributions of $2M yearly each from USD(R&E) and USD(A&S).

Second annual virtual event expected to draw even more attendees
DAYTON, OH—The Air Force will host its second annual Air ForceHistorically Black Colleges & Universities/Minority Serving Institutions (AF HBCU/MSI) Outreach Initiative Collider August 12-13, 2021. The collider will feature speakers from the Air Force, Air Force Research Laboratory (AFRL), Small Business Administration (SBA), Historically Black Colleges and Universities, and Minority Owned Businesses as well as partners in academic, business, industry, and government focused on sharing resource and engagement tips and trends to support collaborations in research and development of technological solutions for our warfighters. Researchers and Entrepreneurs are invited to attend this free event.
The Air Force Historically Black Colleges & Universities/Minority Serving Institutions (AF HBCU/MSI) Outreach Initiative is reaching out to HBCU/MSIs with an opportunity for funding research and development through strategic partnerships with small businesses and research institutions. The initiative is driven by three main objectives:
Address barriers that exist in the traditional Air Force acquisition process;
Expand the use of Open Topic solicitations, eliminating lengthy and cumbersome proposal processes; and
Reach thinkers who others would not have considered doing business with the U.S. government.
One year in and AF HBCU/MSI’s initiative is tracking success to Small Business Technology Transfer (STTR) proposal submissions and awards.
Anissa Lumpkin, Program Manager, Air Force Research Laboratory, Small Business –and an HBCU graduate herself — says the need to reach out to these organizations was very apparent to her. “HBCUs have the capabilities of getting tech-based government contracts, but — for one reason or another – haven’t capitalized on Air Force opportunities. This outreach program stepped up to bridge that gap and make it happen.”
The first Air Force HBCU/MSI Outreach Initiative Collider, pivoted to be held virtually in August of 2020, sent the program’s message out loud and clear across the internet, with the event’s social media posts seeing nearly 24,000 audience impressions through socialized marketing.
“Possibly more than any other year, 2020 not only showed us the increased necessity for innovative technology,” Lumpkin begins, “but also the urgent need for inclusion of ideas from areas that have traditionally been underserved. STEM students from all walks need to know that, if they have an idea and the willingness to work hard on it, the Air Force wants to help them make it a reality.”

JOINT BASE SAN ANTONIO-RANDOLPH, Texas (AFNS) — Air Force Chief of Staff General CQ Brown, Jr. delivers a powerful message about air power and diversity in a new Air Force commercial titled “Helmet.”
The dynamic 30-second spot aired for the first time on national TV during the NBA Finals pregame.
“I was a captain when I was asked to do an interview about diversity, and I shared this idea,” Brown said. “I want our adversaries to know that, no matter our respective backgrounds, our Airmen are unstoppable.”
For Air Force Recruiting Service’s top recruiter, the commercial is a slam dunk.
“The message is clear,” said Maj. Gen. Edward Thomas, AFRS commander. “As Airmen, we’re committed to ensuring we have the most capable and lethal air power in the world, and we want America’s best – the best from all of America – to come join us.”
Thomas emphasized that the Air Force is a warfighting organization, and the nation expects nothing less than the highest standards and a selection process that brings in the best Americans to become Airmen.
“When Gen. Brown became the CSAF, he clearly stated that the Air Force was going to focus on what we do best – air power,” said Barry Dickey, AFRS director of strategic marketing. “We wanted to make a commercial that reinforced that priority, but also inspired Americans from all walks of life to serve in the Air Force.
“The power of this spot is in the underlying message and delivery. When I watch the commercial, I’m left with the understanding that the Air Force doesn’t care what you look like or where you come from,” Dickey said. “If you can do the job, we’ve got an opportunity for you. At the same time, I also get the message that the Air Force is about winning with air power, period. All of this is delivered by the leader of the Air Force in 30 seconds.”
AFRS and its advertising agency, GSD&M, originally planned to film two commercials with Brown at Edwards Air Force Base, California, with a focus on both diversity and air power.
The “Helmet” commercial was not in the original plans, but materialized as the day’s shooting progressed.
“While we were recording the voice-over for the commercials, Gen. Brown told a few stories and basically said what you hear in the commercial,” Dickey said. “When he did, I think everyone in the room immediately had the same thought – ‘we’ve got to record that!’ The creatives from GSD&M quickly turned his words into a script while we were filming and General Brown graciously agreed to perform on-camera.”
The commercial also fits squarely into AFRS Detachment 1’s efforts to reach into traditionally underserved communities to let people know about the opportunities to fly in the Air Force through programs designed to meet CSAF’s Rated Diversity Improvement initiative goals. For example, the Aim High Flight Academy gives disadvantaged youth a chance to learn to fly while being mentored by Air Force officers.
“We have a very healthy level of diversity in our enlisted ranks, but our officer and flying specialties look less like America,” Thomas said. “Air Force recruiting efforts have ramped up to better attract a cross-section of highly-qualified Americans into our ranks and specifically to consider flying opportunities.”

WASHINGTON―General Charles Q. Brown, Jr. will become the first black service member to lead an American military branch after lawmakers on Tuesday voted to make him the Air Force’s 22nd chief of staff. He currently is serving as the Commander, Pacific Air Forces; Air Component Commander, U.S. Indo-Pacific Command; and Executive Director, Pacific Air Combat Operations Staff, Joint Base Pearl Harbor-Hickam, Hawaii. PACAF is responsible for Air Force activities spread over half the globe in a command that supports more than 46,000 Airmen serving principally in Japan, Korea, Hawaii, Alaska and Guam.
General Brown was commissioned in 1984 as a distinguished graduate of the ROTC program at Texas Tech University. He has served in a variety of positions at the squadron and wing levels, including an assignment to the U.S. Air Force Weapons School as an F-16 Fighting Falcon Instructor. His notable staff tours include Aide-de-Camp to the Chief of Staff of the Air Force; Director, Secretary of the Air Force and Chief of Staff Executive Action Group; and Deputy Director, Operations Directorate, U.S. Central Command. He also served as a National Defense Fellow at the Institute for Defense Analyses, Alexandria, Virginia.
General Brown has commanded a fighter squadron, the U.S. Air Force Weapons School, two fighter wings and U.S. Air Forces Central Command. Prior to his current assignment, he served as the Deputy Commander, U.S. Central Command.
General Brown is a command pilot with more than 2,900 flying hours, including 130 combat hours. He is a distinguished graduate of Air Command and Staff College and a 1984 graduate of Texas Tech University, with a Bachelor of Science degree in Civil Engineering.

WASHINGTON (AFNS) — Celebrating a 100th birthday is monumental in itself, but for retired Col. Charles E. McGee, shortly after this celebration he would reach yet another milestone in his successful career.
On Feb. 4, he found himself in the Oval Office at the White House being promoted to brigadier general by President Donald Trump.
“At first I would say ‘wow,’ but looking back, it would have been nice to have had that during active duty, but it didn’t happen that way,” McGee said. “But still, the recognition of what was accomplished, certainly, I am pleased and proud to receive that recognition and hopefully it will help me carry on as we try to motivate our youth in aviation and space career opportunities.”
McGee’s successes started early on in his career, when on June 30, 1943, he earned his pilot’s wings as one of the Tuskegee Airmen, the decorated unit of African American Airmen famous for not only their combat successes, but the impact they had on the cultural shift in the military.
His military career spanned across three decades, where he flew 409 combat missions during three different wars – WWII, Korean War and Vietnam War. While serving, McGee was presented with the Distinguished Flying Cross, Legion of Merit, Bronze Star, Air Medal and the Presidential Unit Citation.
After he retired in 1973, McGee has continued to leave his mark in history. In 2007, he was presented the Congressional Gold Medal by former president George W. Bush, and in 2011, he was enshrined in the National Aviation Hall of Fame. Then in 2019, the Tuskegee Airmen’s legacy was cemented in the naming of the T-7A training aircraft, the “Red Hawk,” in a tribute to the airplane they flew.
“Charles McGee is a genuine American hero whose courage in combat helped save a nation, and whose legacy is felt to this day across the entire U.S. Air Force,” said Air Force Chief of Staff Gen. David L. Goldfein. “It was an honor to witness his promotion and to thank him yet again for paving the way for today’s Air Force. The Tuskegee Airmen continue to inspire generations of Americans.”
The evening after he was promoted, McGee attended the State of the Union as a guest and was recognized by Trump. “General McGee, our nation salutes you. Thank you, sir,” Trump said.
Trump wasn’t the only one to recognize McGee this week; on Sunday McGee, along with three other veterans, each 100 years of age, participated in the coin toss at the Super Bowl in Miami.
He has credited all these achievements to a simple formula.
“I’d like to pass on what I call my four ‘P’s’ — perceive, prepare, perform, persevere — dream your dreams but get the good education to accomplish the desires and needs of the country,” he said. “Always seek excellence and always do your best in things that you do. Finally, don’t let the negative circumstances be an excuse for not achieving.”

This special edition Veterans Day Weekend sizzle reel salutes BDPA’s Veterans with a few highlights of key milestones and marquee events featuring senior Pentagon officials, BDPA Veterans, and mission success stories.
VIENNA, VA — AT&T and the U.S. Air Force Academy are working together on networking services and advanced technology capabilities. They entered a 5-year Cooperative Research and Development Agreement (CRADA) aimed at boosting the Air Force’s use of modern technology at a pace more like the commercial sector.
“Networking is a platform for innovation and mission support,” said Lt. Col. Michael Chiaramonte, director of Air Force CyberWorx at the Air Force Academy. “With access to AT&T’s resources, we plan to advance our academic and research objectives. By leveraging public-private partnerships with AT&T and our other industry partners, we improve our understanding and use of technology and, ultimately, improve the Air Force’s mission capabilities.”
The collaboration aims to:
Offer knowledge and commercial best practices of cybersecurity, Internet of Things, and other AT&T-led innovations for the Air Force Academy faculty. Such innovations include Smart Base solutions, software-defined networking and 5G.
Provide hands-on demonstrations for Academy cadets.
Ensure AT&T has greater insight into the vision and technology needs of the U.S. Air Force.
Explore opportunities beyond academic interests.
“Our work with the U.S. Air Force Academy will be much like an action-oriented academic ‘think tank.’ We’re here to help the Air Force keep pace with commercial innovation and pinpoint their current and future technology needs,” said Rocky Thurston, Client Executive VP, AT&T Public Sector.

Partnerships fuel the Academy research program. There are 19 centers and 2 institutes, as well as cadets, faculty and industry all working together for the benefit of tomorrow’s Air Force. It combines Air Force, academic and industry expertise with state of the art technology and innovative thinking to solve operational problems.
