National BDPA and local BDPA Chapters have broadened outreach to Historically Black Colleges and Universities and Minority Serving Institutions (HBCU/MSI) to include establishing BDPA chapters with HBCU/MSIs, CAE schools, and community colleges already certified by the National Security Agency (NSA) and the Department of Homeland Security (DHS) in research (CAE-R), cyber defense (CAE-CD), or cyber operations (CAE-CO).
BDPA-DC/HOPE Project Tech Partnership initiative is to assist HBCU students and graduates with earning CompTIA technical certifications. In addition to assisting with technical certification HOPE Project will assist HBCU grads with career coaching and access to our employer network.

Start-Ups.Small Businesses. HBCU/MIs. Take flight from “Grants-to-Contracts!” The United States Air Force plans to grow its venture investment substantially this year. To that end, Air Force, in partnership with National BDPA is providing step by step technology transfer workshops for start-ups, small businesses, and research institutions during this year’s Air Force STTR HBCU Virtual Collider.
ARLINGTON, VA — Building upon 2019’s inaugural year, this year’s convening of Blacks in Cybersecurity (BIC) Winter Summit 2020 at Marymount University provided an excellent venue with workshops for very diverse audiences and small business owners exploring DevSecOps, information security, and new cybersecurity challenges.
BIC understands these programs are vital for emerging information and communications technology (ICT) industries to promote and support broader engagements across underserved and under-represented communities. This year’s highlights included distinguished professionals from industry and academia complimenting BIC’s Blue Team and Capture The Flag (CTF) workshops (shown below).
Blacks In Cybersecurity, is a Cybersecurity Conference Series all encompassing professional networking and development for minorities in cybersecurity fields. BIC promotes the advancement, knowledge, and cybersecurity education across STEM communities.
According to their leadership team, Blacks In Cybersecurity is attending or participating in Black Hat USA, DEF CON 28, BDPACon20, and hosting their BIC Fall Summit 2020 later this year.
World’s largest tech event unveils innovation that will solve global problems
LAS VEGAS — CES® 2020 wrapped today, following a week filled with over 20,000 product debuts unveiling the future of technology. More than 4,400 exhibiting companies launched their latest tech products to some 170,000 attendees across more than 2.9 million net square feet of exhibit space. From global tech brands to pioneering startups, the innovation at CES 2020 will revolutionize markets and change our world for the better.
“CES 2020 inspired and connected every major industry across the globe,” said Gary Shapiro, president and CEO of the Consumer Technology Association (CTA)TM, owner and producer of CES. “The innovation unveiled at CES 2020 will reshape industries, create jobs, fuel the global economy and improve lives around the world.”

Key Themes at CES
CES 2020 featured the entire spectrum of transformative technology that will redefine markets and shift business models, including:
Artificial Intelligence (Ai)
AI was dominant throughout the show floor and will be a ‘key ingredient technology’ over the next decade. Companies debuted their latest AI solutions, including Brunswick, Doosan, John Deere and Kyocera.
5G and Mobile Connectivity
CES is the only show where the entire 5G ecosystem – the backbone for connectivity, transportation, augmented and virtual reality, digital health and more – comes together. Carriers and mobile operators, such as Verizon, Sprint, AT&T, Nokia and Ericsson, demonstrated the latest advancements in 5G’s speed, reliability and efficiency.
Non-Traditional Tech Companies at CES
Non-traditional companies used CES 2020 as a platform to launch products. Impossible Foods returned to CES 2020, debuting its Impossible Pork; John Deere was featured in the AI & Robotics Marketplace and other companies, such as Bell, Delta Airlines, L’Oreal, NBCUniversal and Procter & Gamble, unveiled how they’re transforming their businesses through technology.
Tech for Good
Innovative technologies launched at CES that will change lives and improve our world. Digital health technologies were a major theme, with advancements in digital therapeutics, wearables and remote patient monitoring as digital health addresses real world issues like opioid dependence, mental illness and chronic disease. The Health & Wellness category saw an increase of nearly 25% with more than 135 exhibiting companies at CES 2020, including Humetrix and InBody.
The Smart Cities exhibit area expanded by nearly 25% over 2019, with companies and organizations including the U.S. Department of Transportation (DOT), Hitachi and Siemens , highlighting products that will revitalize economies and help communities survive and thrive.
CTA also partnered with the World Bank Group at CES 2020 on a Global Tech Challenge, calling for companies around the world to create solutions focused on three key areas: health, gender inequality and technologies that enable communities to be resilient. The Health Tech Challenge category is accepting applications through February 25 to connect innovators with healthcare providers in East Africa.
CES 2020 was also the world’s largest startup event, with more than 1,200 companies from 46 countries featured within Eureka Park, offering disruptive innovations, attracting investors and big-name brands. Technologies unveiled within Eureka Park include the Oval Home smart sensor that analyzes temperature, light, humidity and movement in the home; Yoganotch, which applies motion capture technology to help users improve poses; and Caregiver Smart Solutions with sensors that track movement and patterns to provide caregivers reassurance and patients with more independence at home.

Diversity and Inclusion
CES 2020 had a large focus on Diversity and Inclusion, with new programming and partnerships. The Innovation for All conference program featured chief diversity officers and leaders from Bosch, HP and Walmart , and explored inclusive ways that D&I is contributing to the bottom line, shifting culture, hiring differently and investing in diversity. BDPA and NSBE members attended and contributed to this year’s Implementing Diversity from the Top multicultural info-session.
Travel and Tourism
Delta Airlines was the first airline to keynote at CES. During his address, Delta Air Lines CEO Ed Bastian described the future world of travel through tech, including AI, AR, biometric security, smart incentive programs, and a new Parallel Reality experience, as travel becomes more customized.
Transportation and Vehicle Technology
CES 2020 was revved up highlighting the future of transportation. Nine of the world’s leading car manufacturers, including Audi, BMW, Daimler (Mercedes), FCA, Ford, Honda, Hyundai, Nissan and Toyota, and more than 150 vehicle tech exhibitors unveiled the latest in connected cars, self-driving vehicles and concept cars. Products included the Mercedes Vision AVTR concept car (top cover photo), Audi’s AI:ME and the Sony Vision S.
CES brought together content creators, Hollywood, the advertising and music industries, media and leading CMOs to explore the future of brand marketing and entertainment, including streaming services, through the return of C Space. The 2020 program featured more than 60 exhibitors, including AT&T Services, Comcast, Google, HP , Hulu, iHeart, NBC Universal, Pandora, Reddit, Roku, SiriuXM, Snap, Twitch, Turner, Univision and WWE.
The CES stage featured more than 1,100 speakers representing major global industries, including keynotes from Samsung President and CEO of Consumer Electronics Division Mr. Hyun-Suk Kim; Daimler Chairman Ola Källenius; Delta Air Lines CEO Ed Bastian; NBCUniversal Chairman of Advertising and Partnerships Linda Yaccarino; Quibi CEO Meg Whitman and Founder Jeffrey Katzenberg; U.S. Secretary of Transportation Elaine L. Chao; Salesforce Chairman and co-CEO Marc Benioff; Unilever CEO Alan Jope; and Presidential Advisor, Ivanka Trump.

LAS VEGAS, NV — Chief diversity officers (CDOs) from internationally-recognized brands in tech shared their best practices during CES® – the world’s largest and most influential tech event – for integrating diversity and inclusion (D&I) initiatives creating innovative cultures which have resulted in positive changes across their respective organizations.
One of industry’s new innovative initiatives cited included HP’s partnership with the National HBCU Business Deans Roundtable. Lesley Slaton Brown, Chief Diversity Officer for HP, shared with this year’s audience that HP’s business-case competition is one way her teams are “investing in students who are ready to step up and reinvent not only the business landscape, but mindsets as well.”
For over two decades HP has actively participated in National BDPA’s High School Computer Competition (HSCC) during BDPACon, National BDPA’s annual technology conferences and career expos, as a Platinum Sponsor and mission partner providing PCs, monitors, and equipment for National BDPA’s annual coding competitions.

Carmalita Yeizman, North American Lead for Diversity and Inclusion at Bosch shared with her audience how Bosch balances employee resource group (ERG) participation among junior developers with community STEM programs such as First Robotics. As a Strategic Partner, Bosch has an opportunity to utilize its industry experience to offer insights for FIRST programs. In Detroit, MI and other cities, Bosch continues to provide funding, equipment, volunteers and more to enhance the reach and overall impact of FIRST.

National BDPA members onsite this year during CES® shared with Bosch that National BDPA’s Detroit Chapter is National BDPA’s Chapter of the Year for 2019. BDPA Detroit remains very excited about new collaboration efforts to align student programs in direct support of inclusive initiatives. Industry needs a very strong workforce to “drive” more innovation into robotics, autonomous vehicles (AVs), and electric vehicles (EVs) across automotive sector OEMs and their supply chains.
At Walmart, Ben Hasan, Senior Vice President and Chief Global Culture, Diversity & Inclusion Officer, cites having and maintaining an outstanding relationship with corporate executives which at times include very candid diversity and inclusion conversations with recommendations. Mr. Hasan stated diversity and inclusion has pivoted from a compliance approach towards more social science and neuroscience approaches at Walmart. Similar to ERGs, Walmart operates nine associate resource groups (ARGs) in support of their diversity and inclusion mission sets. This shift to operations, as an integral part of Walmart’s business units, affords ARGs inclusive educational curricula with opportunities to enhance both internal and external customer experiences.
Mr. Hasan is no stranger to BDPA. During National BDPA’s Technology Conference and Career Expo in Raleigh, NC, he shared a breakfast with National BDPA’s HSCC finalists from the National Capital Region where he discussed his experiences in college and industry with Jr. Developer teams from BDPA-DC.
The Consumer Technology Association (CTA) just announced earlier this week during CES® that CTA will invest $10 million in venture firms and funds focused on women, people of color and other underrepresented startups and entrepreneurs.
“To continue to evolve and grow, the tech industry needs more equal access to venture funding,” said Gary Shapiro, president and CEO, CTA. “Various research reports indicate diverse teams make better decisions and achieve greater profits. At CTA, this is one more tool we are deploying to help promote diversity in the technology industry.”
“The U.S. needs to invest in a diverse talent pool to capture great ideas and innovation and help birth more ‘unicorn’ companies,” said Tiffany Moore, senior vice president, political and industry affairs, CTA. “CTA is committed to this investment and will work with established funds and fund managers who focus on women, people of color and other underrepresented groups.”

MEMPHIS, TN — BDPA Memphis Student Members graduated this week with Computer Science Degrees from the University of Memphis. Other BDPA Student Members not only graduated with Computer Science Degrees, some graduated from CodeCrew Code Schooland Tech901.
According to BDPA Memphis, for students considering a future in IT, or want to learn more about technology, BDPA can help develop technical skills, make introductions to role models, and open doors to new tech internships or that first IT career opportunity.
For start-ups and entrepreneurs who provide IT-related services and products, a BDPA membership is an invaluable asset. BDPA introduces businesses to individuals with purchasing power. Interact with potential business partners, investors, and certified employees.
In 2018, nine students from National BDPA’s Memphis Chapter qualified to attend #BDPACon18, the annual BDPA National Technology Conference and Career Expo in New Orleans, LA.
Two mobile apps were presented at the conference: Microball Gaming (by Bryce Ellis), a three-in-one video game with augmented reality and real time multiplayer, and Edesia (by Kareem Dasilva), an app that finds nearby food trucks in real time. Bryce won second place in the app competition, receiving a $2500 scholarship.
Three BDPA students won other scholarships (Jada Thomas, Monsanto Scholarship, $2500; Brandon Ellis, Oracle Scholarship, $2500; Cody Seymour, Oracle Scholarship, $2500), and three students participated in judging the High School Computer Coding Competition. High school participant Milton Turner placed second in the Information Technology Showcase for his presentation on the risks of having a “smart city.”
BDPA Memphis’ advisor, CodeCrew Executive Director Meka Egwuekwe, was awarded the Individual Pace Setter Award for his leadership in developing STEM education in Memphis.

SEATTLE, WA—Amazon today announced it reached a new milestone—through its Amazon Future Engineer program, it is funding computer science courses in more than 2,000 high schools supporting students from underserved and underrepresented communities across the country. Benefiting more than 100,000 high school students, from Nenana, Alaska to Washington, D.C., Amazon is funding full-year Intro and AP computer science courses, primarily for public Title I schools that have never offered AP computer science courses before. Amazon Future Engineer is a four-part, childhood-to-career program that works to inspire and educate 10 million children and young adults each year from underserved and underrepresented communities to try computer science.
“We applaud the teachers who took the initiative to bring these courses to their deserving students, and we are humbled to be a part of the important work they do in their classrooms across the country every single day,” said Jeff Wilke, CEO Worldwide Consumer, Amazon. “This is an important milestone for our Amazon Future Engineer program and its quest to make sure more students, especially those from underserved and underrepresented communities, have the access to and the opportunity to dive deep into an exciting computer science education.”
The Bureau of Labor Statistics projects that by 2020 there will be 1.4 million computer-science-related jobs available and only 400,000 computer science graduates with the skills to apply for those jobs. Computer science is the fastest-growing profession within the Science, Technology, Engineering and Math (STEM) field, but only 8% of STEM graduates earn a computer science degree, with a tiny minority from underprivileged backgrounds. Students from underprivileged backgrounds are 8 to 10 times more likely to pursue college degrees in computer science if they have taken AP computer science in high school.
Amazon Future Engineer provides access to computer science courses in more than 2,000 schools through its curriculum providers – Edhesive and Code.org. Since the beginning of the 2019/2020 school year, the vast majority of the high schools accepted in the Amazon Future Engineer program are public schools that have received or are eligible for Title I funding.
“Having Amazon Future Engineer fund courses for our students in rural Oregon means we are able to give our students exposure to technology rich skills that directly impact their future career choice,” said Kyle Sipe, Instructional Coach and Robotics Mentor, Umatilla High School. “Because of this program, we can alter the knowledge base of our students and assist them to select a career that better suits our local job market’s needs. Amazon Future Engineer has given our kids the amazing opportunity to get relevant and applicable technology content.”
“We have future scientists, engineers, and inventors in our classrooms throughout the District, and I am proud that we have resources like Amazon’s Future Engineer program to provide them with the learning opportunities they need to achieve their goals,” said District of Columbia Public Schools Chancellor Lewis D. The Amazon Future Engineer high schools will receive funding from Amazon to offer Intro & AP computer science courses. Amazon’s funding also provides preparatory lessons, tutorials, professional development for teachers, fully sequenced and paced digital curriculum for students, and live online support every day of the week for both teachers and students. All educators and students participating in this program have access to a no-cost membership with AWS Educate, Amazon’s global initiative to provide students comprehensive resources for building skills in cloud technology. Students will receive content to learn about cloud computing and access to the AWS cloud for their coding projects.
Launched in November 2018, Amazon Future Engineer is a four-part childhood-to-career program intended to inspire, educate, and prepare children and young adults from underrepresented and underserved communities to pursue careers in the fast-growing field of computer science. Each year, Amazon Future Engineer aims to inspire millions of kids to explore computer science; provides over 100,000 young people in over 2,000 high schools access to Intro or AP Computer Science courses; awards 100 students with four-year $10,000 scholarships, as well as offers guaranteed and paid Amazon internships to gain work experience. Amazon Future Engineer is part of Amazon’s $50 million investment in computer science/STEM education. In addition, Amazon Future Engineer has donated more than $10 million to organizations that promote computer science/STEM education across the country.

COLUMBIA, MD — Student Members from National BDPA’s Baltimore, MD and Washington, D.C. Chapters attended a regional Youth Conference of Network Defenders (Y-CND) with other area students at DreamPort, a cyber innovation and mission accelerator near Ft. George Meade, Maryland.
The annual Youth Conference of Network Defenders (Y-CND) is a charter of events giving area teens and young adults an opportunity to network and submerge themselves with in the information technology and cyber communities. The goal is to foster communication and collaboration while increasing the level of conversations impacting youth and tomorrow’s workforce.
Powered by Defender Academy, Y-CND events explore the safety, standardization, tools, and diversity and inclusion of the information technology and cybersecurity community. This is their opportunity to ask questions, participate, and figure out their place in cybersecurity.
According to their mission statement, Defender Academy inspires middle school and high school students to be a part of the team closing the gap in cyber security professionals. Founded on integrity, critical thinking and problem solving, the academy also ensures participating students are prepared and ready to protect and defend the Internet and assets that lie within.
DreamPort, as a cyber innovation and mission accelerator, is a rapid prototyping facility supporting United States Cyber Command (USCYBERCOM) and other Department of Defense DOD, Intelligence Community (IC), and Federal agencies. DreamPort was launched by USCYBERCOM through a Partnership Intermediary Agreement (PIA) awarded to the Maryland Innovation and Security Institute (MISI).
National BDPA South Region Member Spotlight — Mr. Lancelot DaSilva

In the summer of 2005, Lancelot was a member of Inroads and was able to secure an internship with Deloitte. The position introduced him to the world of IT and the rest was technical history. He interned with Deloitte for five consecutive summers while pursuing a Bachelor of Science in Computer Engineering.
Upon graduation Lancelot was offered a full-time job at Deloitte, where he currently is a Lead Business Solution Analyst. During his tenure as an intern, he was introduced to National BDPA. In 2012, he became BDPA Middle Tennessee’s High School Computer Competition (HSCC) & S.I.T.E.S coordinator.
Throughout the year, local BDPA chapters conduct Student Information Technology Education and Scholarship (SITES) training programs for youth in their communities. These programs are designed to expose our youth to the concepts of software development, high performance computing, rapid prototyping, and provide them full-stack web development expertise while enjoying the camaraderie of National BDPA’s professional and technical networks.

WASHINGTON — On May 8, 2019, Congresswoman Eleanor Holmes Norton (D-DC) formally introduced a bill that she and others hope will help to stop federal agencies from overlooking Black-, other minority-, and women-owned businesses when establishing advertising contracts.
The “Federal Government Advertising Equity Accountability Act”, formerly H.R. 7215, was reintroduced in the 116th Congress as H.R. 2576. The new bill requests and requires all federal agencies to include in their annual budget justifications the amount spent on advertising contracts with Small Disadvantaged Businesses (SDBs) and businesses owned by Blacks, women and other minorities in the previous fiscal year.
The legislation, which is co-sponsored by California Democratic Congresswoman Barbara Lee and Wisconsin Democratic Congresswoman Gwen Moore, also requires that each agency provide projections of their spending for the upcoming fiscal year.
“The National Newspaper Publishers Association (NNPA) applauds and salutes the outstanding leadership of Congresswoman Norton for introducing one of the most important Congressional bills to potentially benefit the Black Press of America,” said NNPA President and CEO Dr. Benjamin F. Chavis, Jr.
“For too long, millions of annual federal advertising dollars have not been spent with Black-, other minority- and women-owned newspapers and media businesses,” Chavis said.
Chavis also thanked Representatives Barbara Lee (D-CA) and Gwen Moore (D-WI) for co-sponsoring “this game-changing legislation.”
“We further thank Congressional Black Caucus (CBC) Chair, Congresswoman Karen Bass (D-CA), and all the members of the CBC for their resolute support of the Black Press of America,” he said.
Appropriations Bills Norton and Lee also sent letters to all 12 House appropriations subcommittees requesting that they direct each agency under their jurisdiction to include the pertinent information in their fiscal year 2021 budget justifications.
An accompanying House fiscal year 2020 Labor-HHS-Education Appropriations bill – the first fiscal year 2020 report released thus far and the second largest appropriations bill – further directs the agencies to include data in their fiscal year 2021 budget justifications.
“As the largest advertiser in the United States, the federal government has an obligation to ensure fair access for minority and women-owned media companies,” said Norton, who earlier this month was ranked as the most effective House Democrat by the Center for Effective Lawmaking.
Led by professors at the University of Virginia and Vanderbilt University, the Center for Effective Lawmaking defines legislative effectiveness as the “proven ability to advance a member’s agenda items through the legislative process and into law.”
It’s that reason that Norton and the nation’s Black-, other minority- and women-owned media companies are optimistic that her proposed legislation will aid their businesses, which have long played a vital role in local communities.
“My bill would ensure that federal agencies are striving to reach minorities and women, who often get their news from outlets that serve more specific communities,” Norton said.
Lee added that it’s important that federal agencies comply.
She said that African American-, women-, and other minority-owned businesses should always have a seat at the table when it comes to government advertising and contracts.
Government Accounting Office (GAO) Findings
In 2016, Norton led members of Congress in requesting a GAO report on their advertising contracts.
Released in July 2018, the GAO report showed that, in fiscal year 2017, only 16 percent of the federal government’s advertising contract obligations went to businesses owned by minorities and women.
“In 2017, the GAO examined spending on advertising contracts with minority-owned businesses by five agencies – the Department of Defense, the Department of the Treasury, the Department of Health and Human Services, the Department of the Interior, and the National Aeronautics and Space Administration – and found that only five percent of the $4.3 billion available for advertising contracts went to minority businesses,” Norton said.
“In light of these concerning figures, we, and several Members, sent a letter to the GAO in April 2016 requesting updated information on the amount of federal advertising dollars spent with SDBs and businesses owned by minorities and women,” she said.
“The GAO’s findings make it clear that there is still much progress to be made,” Norton said.

Further, she said the regular collection of information on federal advertising contracts with SDBs and businesses owned by women and minorities is essential to bridging the divide between current statistics and a more inclusive advertising landscape.
“Collection would also promote transparency and encourage federal agencies to strive to reach minorities, who often receive their daily news from smaller media outlets that serve communities of color,” Norton said.
“Collection of this information would also demonstrate that the promotion of equity in advertising, and in all areas of government, should be a continuous effort that is central to the mission of every agency,” she said.

NEW YORK – Verizon officially turned on its 5G Ultra Wideband network in select areas of Minneapolis and Chicago a week ahead of schedule. For the first time ever, customers can access a commercial 5G network with the world’s first commercially available 5G-enabled smartphone, the moto z3 combined with 5G moto mod. Customers using Verizon’s 5G Ultra Wideband network in Chicago or Minneapolis could see speeds of up to 1 Gbps.
“Verizon customers will be the first in the world to have the power of 5G in their hands,” said Hans Vestberg, Verizon’s chairman and chief executive officer. “This is the latest in our string of 5G firsts. Verizon launched the first commercial broadband 5G service last October, Verizon 5G Home, and now we’re lighting up our 5G Ultra Wideband network in Chicago and Minneapolis, providing the world’s first commercial 5G mobile service with a 5G-enabled smartphone.”
Starting today, consumers and businesses have a 5G network and a 5G-enabled smartphone that makes real-time a reality. Verizon’s 5G Ultra Wideband technology uses the global standard and new device hardware to deliver advanced capabilities to customers in real-time. While select areas of Chicago and Minneapolis will be the first to experience Verizon’s 5G Ultra Wideband mobility service, Verizon announced plans in February to launch its 5G service in more than 30 U.S. cities in 2019.

Early customers in Chicago and Minneapolis should expect typical download speeds of 450 Mbps, with peak speeds of nearly 1 Gbps, and latency less than 30 milliseconds. 5G is a new and rapidly evolving technology and Verizon expects regular improvement in 5G Ultra Wideband speed, latency and overall network performance as Verizon engineers, working with a number of technology partners, continue to upgrade the network. Customers can expect to see regular software updates pushed to their devices and see network advancements throughout the rest of the year.
In Chicago, 5G coverage is concentrated in areas of the West Loop and the South Loop, around landmarks like Union Station, Willis Tower, The Art Institute of Chicago, Millennium Park and The Chicago Theatre. Customers also have 5G Ultra Wideband service in the Verizon store on The Magnificent Mile and throughout The Gold Coast, Old Town and River North.

WASHINGTON – America’s tech industry needs greater diversity, equity and inclusion, and achieving those goals depends in large part on the ability of educational institutions, governments, and philanthropies to work collaboratively and consistently.
That was a key point made during panels and keynote speeches Tuesday at “Building a Diverse and Skilled Tech Workforce,” an event presented by Verizon Foundation and the National Association for Community College Entrepreneurship (NACCE).
There’s a need to diversify not just corporate offices, but the ranks of venture capitalists and other tech entrepreneurs who contribute to job creation, wealth development and upward social mobility, speakers said.
And, they added, pipelines must be expanded and multiplied to educate, hire and retain minority and other underrepresented students from community colleges, historically Black colleges and universities, Hispanic serving institutions, tribal colleges and other minority serving institutions who are talented but face opportunity barriers.
“Diversity and inclusion are more than just buzzwords,” U.S. Rep. Alma Adams, D-NC, (left) said in keynote remarks. “They are crucial to our economic progress and should be a way of life for the workforce.”
A former professor at Bennett College – a private all-women’s HBCU in her state – and a founder and co-chair of the Congressional Bipartisan HBCU Caucus, Adams noted a long history of HBCUs producing a large proportion of Black STEM graduates and said support for their viability must be part of any serious discussion about diversifying the tech industry.
“HBCU sustainability and a diverse workforce go hand in hand,” said Adams. “If diversity is a priority, strengthening HBCU’s should be a priority. Diversity and inclusion are not possible without the input of HBCU’s. Talent is universal but opportunity is not. It’s time to recognize the undertapped potential of HBCU’s and make up for a century of under-investment.”
She called for greater equity in the allocation of federal funds and urged the private sector to back up talk with action.
“Starting the dialogue is not enough,” she said.
Adams said diversity and equity are important not just for upward social mobility and building generational wealth on a personal level, but to maintain the nation‘s global competitiveness, a theme echoed by U.S. Rep. Raul Grijalva, D-AZ, (right) in his keynote remarks.
The nation is culturally diversifying, a reality that will not change, so it makes sense to focus on investing more in adequately preparing the generations that will lead the nation into a different future, said Grijalva, a member of the House Education and Labor Committee.
“This is not a time to divert funding from education,” he said, citing the value of postsecondary education and disparities in degree-attainment in areas from race to students of foster care. “Education is an opportunity-equalizer.”
Debt-free college and robust investment in community colleges and MSIs of all kinds can help eliminate disparities and ensure that students from underrepresented groups access, persist in, and advance after college in tech and other fields, Grijalva said.
“A diverse workforce is critical to our country,” he said. “It begins to close the gap between the haves and have-nots. Diversity fosters innovation and creativity and brings workers together from all walks of life. It improves the sustainability of our country. To close disparities and turn equality into equity, then we must make investments. And the dividends will pay off for all.”
Community colleges are playing an increasingly pivotal role in expanding the pipeline toward tech industry diversity, NACCE president and CEO Dr. Rebecca Corbin (above, left) said in a fireside chat with Rose Stuckey Kirk, Verizon’s chief corporate social responsibility officer.
Although some find it challenging, particularly engaging students at rural community colleges and HBCUs, “it’s never been more important to think about diversity” and the positive impact it can have on the workplace, Corbin said.
She recommended strategies such as engaging girls and other underrepresented students in middle school, bolstering their critical-thinking skills, providing mentoring and wrap-around services, creating public and private partnerships and helping students visualize themselves in tech roles to pique their interest.

“We can’t have a genuine conversation about diversifying tech if HBCUs and Hispanic serving institutions and Native American serving institutions and all the minority serving institutions are not driving this conversation,” he said.
Those institutions, he added, know how to find, educate and motivate underrepresented students “and don’t need a research study to tell us how to do it.”
Raquel Tamez, CEO of the Society of Hispanic Professional Engineers, said the systemic problem of minorities being underrepresented in the tech industry requires systemwide solutions, and one of them is to hold accountable managers who make hiring decisions.
And that goes beyond bias training and tokenism, Tamez said during a panel discussion about recruiting, developing and supporting diverse workers, innovators and entrepreneurs. She said the tech industry has received a diversity “wake-up call,” and more companies should follow the lead of companies such as Intel in achieving employment equity. Fractured efforts involving institutions, business, government and other stakeholders need to become more cooperative, she said.
“And we need to diversify diversity,” she added. “We need to make diversity more inclusive. Because there are the haves and the have-nots in diversity. Organizations should be more intentional about inclusiveness. If we’re not intentionally including, we’re unintentionally excluding.”

BALTIMORE, MD—As chief of the Intelligent Systems Center at the Johns Hopkins University Applied Physics Laboratory (APL), in Laurel, Maryland, Ashley Llorens is at the nexus of efforts to develop a technology road map and engagement strategy for establishing the Laboratory as a nationally recognized leader and trusted partner in artificial intelligence (AI). His recent appointments to three advisory boards not only have placed the Laboratory at the table with the best minds in AI, he said, but also give APL “the opportunity to contribute to the national discourse around AI while helping to guide our sponsors’ thinking and investments in this emerging area of focus.”
Llorens is one of 22 former senior government officials, industry leaders and academic experts tapped to form the Center for a New American Security’s Task Force on Artificial Intelligence and National Security. Co-chaired by former Deputy Secretary of Defense and APL Senior Fellow Bob Work, and Andrew Moore, head of Google Cloud Artificial Intelligence, the group is examining how the United States should respond to national security challenges posed by artificial intelligence.
Llorens said the task force is part of a larger CNAS effort to explore how the AI revolution could lead to changes in security, global power and the character of conflict. Its members include Jason Matheny, former director of the Intelligence Advanced Research Projects Activity; Jack Clark, policy director at Open AI; and Tuomas Sandholm, who leads Carnegie Mellon University’s AI initiatives.
“It’s an honor to engage with the top thinkers in the field, and to take the opportunity to articulate the unique needs that the Department of Defense has in terms of technology and policy — to represent APL as a trusted voice,” Llorens said. “It’s also giving us an early look at emerging trends in academia and Silicon Valley.” Read more …

WASHINGTON, D.C. — Career Communications Group (CCG), producer of the BEYA STEM Conference, an annual event hosted by CCG’s Black Engineer magazine, announced Anthony “Tony” Mitchell (right) as the 33rd Black Engineer of the Year. He was presented their award on Saturday, February 9, 2019, at the Washington Marriott Wardman Park.
Mitchell leads strategic development and execution of the management consulting firm’s Justice, Homeland Security, and Transportation business. Recently, Mitchell served as deputy lead for defense and intelligence business, where he executed strategic initiatives to drive growth and financial performance.
In the community, Mitchell serves as a board member and chair of the Audit Committee of United Through Reading, an organization dedicated to uniting U.S. military families through the gift of reading. He holds a B.S. in electrical engineering from the General Motors Institute (now known as Kettering University) and an M.S. in information systems management from The George Washington University.
“When Michael McCullough, former CEO of Booz Allen, led the firm to join BEYA in building the STEM talent pipeline, less than two percent of engineers in the United States were African American, and only 5 historically black colleges and universities (HBCUs) had ABET-accredited engineering programs,” said Dr. Tyrone Taborn, CCG CEO and co-founder of the BEYA STEM Conference.
“Many of those students couldn’t get internships in industry or government,” Taborn continued. “Most had never met an engineer who looked like them until they got to college. Engineering deans of Morgan State, Howard University, and I decided to change the narrative. Black Engineer of the Year was created.”
Over 33 years, the Black Engineer of the Year Award (BEYA) Conference has exposed more than 100,000 students to role models in science, technology, engineering, and math (STEM) careers. More than 10,000 men and women have been nominated for Black Engineer of the Year Awards; 957 have received category awards, and 32 have been selected as Black Engineer of the Year.
Horacio Rozanski, president and chief executive officer of Booz Allen Hamilton Inc. said the firm was proud to be a longtime partner of the BEYA Conference and to have someone of such stature within their ranks identify and develop future Black talent.

SEATTLE, WA — For years there have been programs designed to get more girls involved in tech careers, but Microsoft noticed an urgent need to step up industry’s support for minority males. The ﬁrm’s MANCODE initiative is scoped as a one day technology conference that educates middle and high school minority males about technology.
According to Shy Averett, Microsoft’s community programs and event manager, only 2.2% of technology professionals are minority males. This type of workshop will “set them up” not only for careers in technology but for successful careers in general, she says. The boys also will learn how to set up resumes and a proper LinkedIn proﬁle. Microsoft acquired LinkedIn in June of 2016.
This program launched on October 19th in Seattle at Microsoft’s headquarters, will stop in 12 cities across the United States through 2019. Next month, at least 80 locations will launch mini MANCODE classes for those who are interested.

New Academy to Train Highly Skilled Professionals to Fight Nation’s Cyber Threats
BOWIE, MD – Individuals looking to prepare for a technology career focused on protecting the nation from cyber threats can take courses to earn valuable industry certifications through the new Bowie State University Cybersecurity Academy.

Set to open in January 2019, the academy will provide specialized skills development and practical experience for students to successfully complete examinations for recognized IT certifications. The academy is committed to cultivating training opportunities for veterans and others from Maryland’s diverse populations to help meet the workforce needs of this critical industry.
The 16-week intensive courses will concentrate on the following certifications: CompTIA A+, CompTIA Network+, CompTIA Security+, Cisco Certified Entry Networking Technician (CCENT), and InfoSec Ethical Hacker. Three highly qualified instructors, who bring a wealth of IT teaching experience, will lead the courses, administered by The Maryland Center at Bowie State University. Registration for the academy’s courses will open in December 2018.
Cohorts of 20 students will progress through the five courses, leading to certifications in key areas needed in the cybersecurity profession. An a-la-carte option will be available to people who want to take individual courses to meet their needs – recertification boot camp courses will also be available of those who need them. Courses range from $1,500-$5,000 each, and $16,500 for the entire suite.
After earning the certifications, students will be ready to excel in high-demand technology careers, such as computer programming, cyber intelligence, cyber risk and strategy analysis, and digital forensics engineering, among other areas.
Amazon Selects New York City and Northern Virginia for New Headquarters
SEATTLE—(BUSINESS WIRE)—Nov. 13, 2018 — Amazon (NASDAQ: AMZN) today announced that it has selected New York City and Arlington, Virginia, as the locations for the company’s new headquarters. Amazon will invest $5 billion and create more than 50,000 jobs across the two new headquarters locations, with more than 25,000 employees each in New York City (BDPA-NY) and Arlington (BDPA NoVA). The new locations will join Seattle as the company’s three headquarters in North America. In addition, Amazon announced that it has selected Nashville for a new Center of Excellence for its Operations business, which is responsible for the company’s customer fulfillment, transportation, supply chain, and other similar activities. The Operations Center of Excellence in Nashville will create more than 5,000 jobs.
The new Washington, D.C. metro headquarters in Arlington will be located in National Landing, and the New York City headquarters will be located in the Long Island City neighborhood in Queens. Amazon’s investments in each new headquarters will spur the creation of tens of thousands of additional jobs in the surrounding communities. Hiring at both the new headquarters will begin in 2019. The Operations Center of Excellence will be located in downtown Nashville as part of a new development site just north of the Gulch, and hiring will also begin in 2019.

Amazon in Long Island City in New York City
Located just across the East River from Midtown Manhattan and the Upper East Side, Long Island City is a mixed-use community where arts and industry intersect. It is a diverse community with a unique blend of cultural institutions, arts organizations, new and converted housing, restaurants, bars, breweries, waterfront parks, hotels, academic institutions, and small and large tech sector and industrial businesses. Long Island City has some of the best transit access in New York City, with 8 subway lines, 13 bus lines, commuter rail, a bike-sharing service, and ferries serving the area, and LaGuardia and JFK airports are in close proximity.
As part of Amazon’s new headquarters, New York and Long Island City will benefit from more than 25,000 full-time high-paying jobs; approximately $2.5 billion in Amazon investment; 4 million square feet of energy-efficient office space with an opportunity to expand to 8 million square feet; and an estimated incremental tax revenue of more than $10 billion over the next 20 years as a result of Amazon’s investment and job creation.
Amazon will receive performance-based direct incentives of $1.525 billion based on the company creating 25,000 jobs in Long Island City. This includes a refundable tax credit through New York State’s Excelsior Program of up to $1.2 billion calculated as a percentage of the salaries Amazon expects to pay employees over the next 10 years, which equates to $48,000 per job for 25,000 jobs with an average wage of over $150,000; and a cash grant from Empire State Development of $325 million based on the square footage of buildings occupied in the next 10 years. Amazon will receive these incentives over the next decade based on the incremental jobs it creates each year and as it reaches building occupancy targets. The company will separately apply for as-of-right incentives including New York City’s Industrial & Commercial Abatement Program (ICAP) and New York City’s Relocation and Employment Assistance Program (REAP).
The community will benefit from New York City providing funding through a Payment In Lieu Of Tax (PILOT) program based on Amazon’s property taxes on a portion of the development site to fund community infrastructure improvements developed through input from residents during the planning process. Amazon has agreed to donate space on its campus for a tech startup incubator and for use by artists and industrial businesses, and Amazon will donate a site for a new primary or intermediary public school. The company will also invest in infrastructure improvements and new green spaces.

National Landing is an urban community in Northern Virginia located less than 3 miles from downtown Washington, D.C. The area is served by 3 Metro stations, commuter rail access, and Reagan National Airport – all within walking distance. The community has a variety of hotels, restaurants, high-rise apartment buildings, retail, and commercial offices. National Landing has abundant parks and open space with sports and cultural events for residents of all ages throughout the year.
As part of Amazon’s new headquarters, Virginia and Arlington will benefit from more than 25,000 full-time high-paying jobs; approximately $2.5 billion in Amazon investment; 4 million square feet of energy-efficient office space with the opportunity to expand to 8 million square feet; and an estimated incremental tax revenue of $3.2 billion over the next 20 years as a result of Amazon’s investment and job creation.
Amazon will receive performance-based direct incentives of $573 million based on the company creating 25,000 jobs with an average wage of over $150,000 in Arlington. This includes a workforce cash grant from the Commonwealth of Virginia of up to $550 million based on $22,000 for each job created over the next 12 years. Amazon will only receive this incentive if it creates the forecasted high-paying jobs. The company will also receive a cash grant from Arlington of $23 million over 15 years based on the incremental growth of the existing local Transient Occupancy Tax, a tax on hotel rooms.
The community and Amazon employees will benefit from the Commonwealth investing $195 million in infrastructure in the neighborhood, including improvements to the Crystal City and the Potomac Yards Metro stations; a pedestrian bridge connecting National Landing and Reagan National Airport; and work to improve safety, accessibility, and the pedestrian experience crossing Route 1 over the next 10 years. Arlington will also dedicate an estimated $28 million based on 12% of future property tax revenues earned from an existing Tax Increment Financing (TIF) district for on-site infrastructure and open space in National Landing.

Amazon’s new Operations Center of Excellence in Nashville
Downtown Nashville, along the Cumberland River, is the heart of the city just north of the Gulch and is home to urban living, retail, restaurants, entertainment venues, hospitality, open green spaces, and offices. The area is served by commuter rail, more than a dozen bus routes, and is a 15-minute drive to Nashville International Airport.
As part of Amazon’s investment, Tennessee, Davidson County and the city of Nashville will benefit from 5,000 full-time, high-paying jobs; over $230 million in investment; 1 million square feet of energy-efficient office space; and an estimated incremental tax revenue of more than $1 billion over the next 10 years as a result of Amazon’s investment and job creation.
Amazon will receive performance-based direct incentives of up to $102 million based on the company creating 5,000 jobs with an average wage of over $150,000 in Nashville. This includes a cash grant for capital expenditures from the state of Tennessee of $65 million based on the company creating 5,000 jobs over the next 7 years, which is equivalent to $13,000 per job; a cash grant from the city of Nashville of up to $15 million based on $500 for each job created over the next 7 years; and a job tax credit to offset franchise and excise taxes from the state of Tennessee of $21.7 million based on $4,500 per new job over the next 7 years.

World Blockchain Hackathon 2018 and Howard University
SAN FRANCISCO, CA — Whitney Griffith, an early member of the Howard University Blockchain Lab (HUBL), won first place at this year’s World Blockchain Hackathon, in San Francisco. Recently, HUBL got a chance to reconnect with her to hear all about her latest success story.
HUBL: How did you find out about the Hackathon?
Whitney: I found out about the hackathon through the magic of Silicon Valley. One of the organizers came to my birthday party, and after we were talking for a while he told me about his World Blockchain Hackathon series, where he travels the world hosting Blockchain hackathons to build a community. Immediately I was intrigued because Blockchain and hackathons are totally my thing.
HUBL: Did you already have a team, or did you form the team when you arrived?
Whitney: When I got to the event, I formed the team with some other women engineers. However, most of us were pretty clueless in terms of Blockchain development so on Saturday everyone basically took the time to follow some tutorials and we began working on the project on Sunday.
HUBL: What got you interested in blockchain dev?
Whitney: My friends at Howard University, specifically Alston, got me into this cryptocurrency world. The more I was in the blockchain space by going to the events, and faking it, I got more intrigued by the technology and specifically I saw the numerous use cases that Blockchain can be applied to, to make the world a better place. As such, I immediately knew I needed to learn how to develop in Blockchain and all I needed was time.
HUBL: How long have you been doing blockchain dev?
Whitney:I have been doing Blockchain Development for two weeks roughly. Before, I have been researching about general blockchain stuff, such as, cryptocurrency trading, mining and following the ICO trends but I have only been doing blockchain dev the past two weeks.
HUBL: What were some obstacles you and your teamed faced while building the project?
Whitney: One of the main obstacle we faced was lack of knowledge of the Stack of a DApp, limited understanding of smart contracts and how to secure smart contracts. As such we spent most of our time peer programming, writing in pseudocode and then having to write it over in Solidity, and explaining the concepts to everyone on the team.
HUBL: How did the pitch go?
Whitney: The pitch was great. We had a story to tell and we knew that was the thing that would enable us to win. I was tasked with doing the pitch for my team, and although I was nervous I pushed through because I believed in our story.
HUBL: What went through your mind when they announced your team as the winner?
Whitney: I was in shock. I still am somewhat in disbelief and my first thought was, “Yes, I can go to Bali now!” We all looked at each other and screamed because we did not expect to actually win. Logically it didn’t make sense, 60% of our team never coded smart contracts before, but here we were winning a blockchain hackathon. This experience just shows that once you believe in yourself you can achieve anything. We have decided to pursue our idea to make a legitimate company, and part of our prize was access to a coworking space in San Francisco for three months to build the company.
HUBL: What advice do you have for people looking to getting into blockchain dev, talk to your people!
Whitney: My advice is if you aren’t currently in Blockchain and you are still looking for an area in tech to dominate, do Blockchain! A part from the wonders that the technology do, the job market is absolutely booming, and most importantly, you have more control as the jobs are mainly remote. If you have a dream of traveling the world and being a digital nomad, Blockchain can allow you to do so.
I have created a Blockchain Resources doc, that has a bunch of tutorials that you can use to upscale in your Blockchain skills. Take time, do the work and you will definitely reap the rewards. And the community is important, share knowledge, talk with others in the space, make an effort to go to Blockchain related events and you will not regret it.
HUBL: Keep doing your thing in Silicon Valley, and we can’t wait for you to come back to Howard University in the fall and share your lessons learned with the lab!

NASHVILLE, TN — BDPA Chapter representatives from Atlanta, GA, Huntsville, AL, Memphis TN, and Middle Tennessee gathered at the David Lipscomb University’s Swang Business Center for the annual BDPA South Regional Conference held June 22nd and 23rd, 2018.
This year the event was hosted by National BDPA’s Middle Tennessee Chapter. The conference was informative and worthwhile. The primary goal of the conference was to bring together chapters in BDPA’s South Region to engage in learning and networking to increase regional collaboration with Industry and to achieve stronger camaraderie with BDPA in local communities and the workplace.
High School Computer Competition | #HSCC
Students from the BDPA Atlanta and BDPA Middle Tennessee chapters competed in this category. Each team had only three (3) hours to solve a finance problem and build a web-based application. Afterwards, each team presented their project to a team of judges. The winners were the BDPA Atlanta team who were presented with a gold medal.

Youth Technology Camp | #YTC
Students in attendance got a wonderfully opportunity to participate in two (2) events – Raspberry Pi and mobile app simulation “What if there is an App for That?”. For Raspberry Pi students created a game and for the mobile app simulation they brainstormed and created blueprints for apps.
South Regional winners for 2018 were:
• 1st Place – Elyse Seats, grade 6, who proposed a social media app for hair enthusiasts. It is called “Hair it Out”. You can take a picture of your face and try different hair styles. Also it will connect you to different salons to achieve desire look.
• 2nd Place – Sunny Singha, grade 7, who proposed a whistle-blowing app
for children to alert their parents of their siblings’ wrongdoing.
• Special recognition went to a six-year who proposed an app called Jungle
Chase – a temple-run game where the main character escapes a hungry bear.
Professional Development Workshop
Adults in attendance networked and participated in technical and professional development workshops.
Raphael Villas, 2013 alumni of Presidential Innovation Fellows Program, who conducted the professional development workshop – “Highlights of IT Careers”. He shared his experience working with the federal government, his career as a web generalist, a software developer working with non-profits, and Fortune 500 companies such as Groupon and VeggieTales. He stressed the importance of having interpersonal skills as well as technical skills to better suit the needs of one’s user base. Using his career path as an example, he shared how diverse the opportunities of the technology industry are, and how rewarding the public sector can be.
Special Guest – “Pepper” The Humanoid Robot
Thanks to corporate sponsor, Deloitte LLP, everyone in attendance got an opportunity to meet The Humanoid Robot, Pepper. The creators of Pepper shared with everyone the ins and outs of what it took to build and program Pepper. Then we watched with excitement how the developers used code to have Pepper speak and dance.
The conference concluded with an award ceremony for the students who competed. Special acknowledgement went to all volunteers from BDPA Members, Deloitte LLP employees and to sponsors David Lipscomb University’s Swang Business Center for making the BDPA South Regional Conference a great success. Meade in Odenton, Maryland.

Eleanor Dee Greer was a teacher, principal and inspiration to underserved students. She devoted her life supporting and encouraging technologists, engineers and scientists and the scholarship Greer Institute awards each year honors her and students she would inspire. Greer Institute is proud to recognize students that are maturing their engineering and science skills via National, Regional, or local BDPA Chapter programs. Ms. Herring plans to complete her undergraduate studies at Bowie State University in 2019, obtain her Master’s degree in Cybersecurity, and assist others in accomplishing their career goals. Ms. Herring is a BDPA High School Computer Competition (HSCC) alumna currently serving as one of this year’s HSCC Chaperones for BDPA-DC’s HSCC team. Ms. Herring is a BDPA Oracle Scholars finalist and Cyber Intern with Enlightened, Inc., a leading Information Technology (IT) consulting firm and BDPA Chapter mission-partner delivering cyber security, system integration, and management consulting solutions.
Mr. Greer stated Ms. Herring “is a deserving recipient of the 2018 Eleanor Dee Greer Scholarship.” Ms. Herring will lead this year’s HSCC finalists from the National Capital Region to compete in National HSCC Scholarship rounds later this summer in New Orleans, LA, during the National BDPA Technology Conference, August 9-11, 2018.

VIENNA, VA — AT&T and the U.S. Air Force Academy are working together on networking services and advanced technology capabilities. They entered a 5-year Cooperative Research and Development Agreement (CRADA) aimed at boosting the Air Force’s use of modern technology at a pace more like the commercial sector.
“Networking is a platform for innovation and mission support,” said Lt. Col. Michael Chiaramonte, director of Air Force CyberWorx at the Air Force Academy. “With access to AT&T’s resources, we plan to advance our academic and research objectives. By leveraging public-private partnerships with AT&T and our other industry partners, we improve our understanding and use of technology and, ultimately, improve the Air Force’s mission capabilities.”
The collaboration aims to:
Offer knowledge and commercial best practices of cybersecurity, Internet of Things, and other AT&T-led innovations for the Air Force Academy faculty. Such innovations include Smart Base solutions, software-defined networking and 5G.
Provide hands-on demonstrations for Academy cadets.
Ensure AT&T has greater insight into the vision and technology needs of the U.S. Air Force.
Explore opportunities beyond academic interests.

The U.S. Navy commissioned its newest Arleigh Burke-class (Flight-IIA) destroyer USS Frank E. Petersen, Jr. (DDG 121), May 14 in Charleston, South Carolina.
CHARLESTON, SC—Secretary of the Navy Carlos Del Toro attended the ceremony. He began by thanking the Petersen family for their lifetime of service to the nation. “All of us join you in honoring Lt. Gen. Frank E. Petersen, Jr.” Del Toro also recognized the plank owners for bringing the ship to life.
The principal speaker was The Honorable Carlos Campbell, Naval aviator and former Assistant Secretary of Commerce for Economic Development, who served alongside Petersen and relayed stories exemplifying the general’s strength and dedication. Recalling Petersen’s ethic, Campbell said “He received a frag wound, he was treated in the field, and returned to combat.”
Chief of Naval Operations Admiral Mike Gilday also attended the ceremony. General David Berger, Commandant of the Marine Corps, also attended the ceremony. “General Petersen was a man of many firsts,” said Berger. “There’s a saying that ships take on the characteristics of their namesakes, and if that’s true, then God help any adversary to ever confronts the Frank E. Petersen, Jr.”
Ms. Gayle Petersen, Lt. Gen. Petersen’s daughter, expressed thanks on behalf of her family and made a special recognition. “We would not be having this ceremony today if not for a gentleman named Robert Adams. When my dad was shot down in Vietnam he was rescued by Robert Adams.” Gayle continued, “I would like to thank all who had a hand in building this ship, from stem to stern.”
Guest speakers for the event included The Honorable Nancy Mace, U.S Rep. from South Carolina’s 1st District; The Honorable John Tecklenberg, Mayor of Charleston, South Carolina; Mr. George Nungesser, Vice President of Program Management, Ingalls Shipbuilding.
The ship’s sponsors are Mrs. D’Arcy Ann Neller, wife of former Commandant of the Marine Corps, Gen. Robert “Bob” Neller, USMC (Ret.), and the late Dr. Alicia J. Petersen, Lt. Gen. Petersen’s wife at the time of his passing in 2015. Dr. Petersen passed away in September 2021. Both sponsors participated in the keel laying, mast stepping, and christening ceremonies.
Mrs. Neller thanked the families. “Our service members can’t do what they do without you and your love and support. To the officers and crew. A ship without a crew is like a body without blood. You will all make this ship come alive.” She continued. “The namesake of this ship was a warrior. He always went to the sound of the guns; he was always prepared and smart about the risks he took. You all need to be the same. Always be prepared. Work hard and when the time comes, you will be ready to go into the jaw of the tiger.”
During the ceremony, USS Frank E. Petersen’s commanding officer Cmdr. Daniel Hancock, reported the ship ready. Assisted by Lt. Gen. Petersen’s daughters, Gayle Petersen, Dana Petersen Moore, Lindsay Pulliam, and Monique Petersen, Mrs. Neller gave the traditional order to “Man our ship and bring her to life!”
“Our incredible crew takes a great deal of pride in their work. I can find no better warrior namesake than General Frank E. Petersen Jr. None of us who know his story have ever forgotten that we are the heirs of that powerful legacy, and like the General, we have committed ourselves to owning the fight and carrying his torch proudly forward,” said Hancock. “I wish to express gratitude and pride. It is my greatest professional honor to serve with each of my crew. I am proud beyond measure. “
Lt. Gen. Petersen continues a family legacy of service begun by his great grandfather. Private Archibald (Archie) Charles McKinney enlisted in 1863 and served in the Mass 55th Company E during the Civil War. McKinney’s trip home included traveling aboard a steamship, disembarking at the Port of Charleston.
The future USS Frank E. Petersen, Jr. honors Lt. Gen. Frank E. Petersen, Jr. (USMC Ret.). Petersen was the first black USMC aviator and the first black Marine to become a three-star general. Petersen served two combat tours, Korea in 1953 and Vietnam in 1968. He flew more than 350 combat missions and had over 4,000 hours in various fighter and attack aircraft. Petersen passed away in Aug. 2015 at the age of 83.
Retiring in 1988 after 38 years of service, Petersen’s awards included the Defense Superior Service Medal; Legion of Merit with Combat “V”; Distinguished Flying Cross; Purple Heart; Meritorious Service Medal; Air Medal; Navy Commendation Medal with Combat “V;” and the Air Force Commendation Medal.
These collaborations underscore IBM’s focus on providing STEM job training to traditionally underrepresented communities as part of its commitment to skill 30 million people worldwide by 2030 to create equitable, inclusive economic opportunities while also addressing a longstanding STEM job skills shortage impacting the business community.
U.S. Department of Veterans Affairs: IBM SkillsBuild will be an enhanced resource for transitioning Service members who are seeking job training and credentials through the VA to pursue a career after completing their military service. Together with the VA’s Veteran Employment Through Technology Education Courses (VET TEC) Employer Consortium, IBM will help military veterans to pursue customized learning paths and other accelerated, non-traditional job training for high-demand technology careers. The Department of Defense estimates that 250,000 Service members transition annually to veteran status.
In 2021, IBM Chairman and CEO Arvind Krishna pledged for IBM to partner with HBCUs to establish Cybersecurity Leadership Centers, with the goal of building a more diverse U.S. cyber workforce. Today, IBM is announcing the first six of more than 20 Cybersecurity Leadership Centers with the following HBCUs and HBCU systems: North Carolina A&T State University, Southern University System, Clark Atlanta University, Xavier University of Louisiana, Morgan State University, South Carolina State University.
Participant universities will have access to a customized, multi-year cybersecurity experience with IBM, including cybersecurity curricula, cloud access, and an immersive learning experience to expand HBCUs’ capacity to develop top talent in the cybersecurity sector.
Cybersecurity curricula: IBM will develop for each HBCU, a customized IBM Security Learning Academy portal – IBM client offering – including courses designed to help the university enhance its cybersecurity education portfolio. In addition, IBM will continue to give access to IBM Academic Programs.
Immersive learning experience: HBCUs’ faculty and students will have an opportunity to benefit from IBM Security’s Command Center, through which they can experience a highly realistic, simulated cyberattack, designed to prepare them and train them on response techniques. Moreover, HBCUs’ faculty will have access to consultation sessions with IBM technical personnel on cybersecurity.
Cloud access: IBM will provide faculty and students with no-cost access to multiple SaaS IBM Cloud environments.
Specialisterne Foundation: Together with the Specialisterne Foundation, IBM SkillsBuild will be tailored to the job training needs of neurodivergent individuals across 13 countries (Australia, Austria, Brazil, Canada, Denmark, France, Iceland, Ireland, Italy, Mexico, Spain, UK, U.S.). Specialisterne Foundation helps harness the talents of autistic persons and those with profiles such ADHD, OCD, and dyslexia.

PHILADELPHIA — Robots take the field for their initial rounds of competition during RoboJawn ‘22. FIRST Tech Challenge RoboJawn is similar to an official tournament in many ways.
Teams bring their robots and their Gracious Professionalism to compete in this year’s FREIGHT FRENZY challenge following FIRST‘s challenge rules.
Similar to an official tournament, teams are interviewed by a panel of judges, and submit an engineering portfolio, to vie for judged awards.

LAUREL, MD—BDPA Members, alumni, and regional students visit Capitol Technology University’s cyber labs during workshops, presentations, and Capture The Flag (CTF) activities during this weekend’s annual Cyber Saturday events.
Capitol Technology University is Washington D.C.’s premier STEM University–supplying human capital to America’s most technologically advanced government agencies and their private sector supply chains. In 2020, Capitol Tech was awarded a two-year grant from the National Security Agency (NSA) to lead the National Center of Academic Excellence (CAE) Northeast Regional Hub, which includes 14 states, the District of Columbia, and hundreds of institutions offering cybersecurity programs. BDPA’s relationships with Capitol Tech, staff, and alumni, span two decades.
Dr. Kellep Charles serves as an assistant professor and chairs the Capitol Technology University’s Cybersecurity department. He completed his Doctorate in Cybersecurity at Capitol Technology University. He also holds a Master of Science in Telecommunication Management from the University of Maryland University College and a Bachelor of Science in Computer Science from North Carolina Agricultural and Technical State University.
Dr. Charles worked as a government contractor in the Washington, DC area as an information security analyst for over 20 years in the areas of incident response, computer forensics, security assessments, malware analysis, and security operations. He is the creator and executive editor of SecurityOrb.com, an information security and privacy knowledge-based website with the mission to share and raise awareness of the motives, tools, and tactics of the black-hat community, and provide best practices and countermeasures against malicious events.
NASHVILLE, TN—Tennessee’s General Assembly reconvened January 11, 2022 and on April 14, 2022 the Tennessee Senate unanimously passedSenate Bill 2406 (SB 2406) requiring their Department of Education (DOE) to adopt standards for computer science education by the 2023-2024 school year. Under the new bill, by the 2024-2025 school year all high school students in Tennessee would be required to take a full year of computer science education in order to graduate and middle schoolers would have to take at least one computer science course.
SB 2406 and its companion bill in the Tennessee House of Representatives, HB 2153, stipulates Tennessee [DOE] will provide in-person and online computer science courses for public school students at no charge by the start of the 2023-24 school year. To this end, DOE would also provide a computer science education professional development program at no cost to educators. Additionally, SB 2406/HB 2153 creates new computer science requirements and stronger academic standards for K-12 students with a requirement Tennessee schools implement these standards beginning in the 2024-25 school year when enacted.
Nebraska Advances High School Computer Science and Technology Bill
Nebraska lawmakers also approved a bill last month to ensure students receive computer science and technology education prior to high school graduation. Introduced by Senator Terrell McKinney of Omaha, LB 1112 would require every public school district in Nebraska to include computer science and technology education within legacy instructional programs of its elementary and middle schools beginning in school year 2024-25.
Nebraska’s students would be required to complete at least one five-credit high school course in computer science and technology prior to graduation. These courses can be provided across traditional in-person classroom settings or blended learning environments.
Upskilling JROTC with STEM Education and Cybersecurity Training for Workforce Pipelines
The National Defense Authorization Act (NDAA) of 2022, Public Law 117-81, authorized $187.6 million and modifies a grant program supporting science, technology, engineering, and math (STEM) education in JROTC to include quantum information sciences. NDAA 2022 also requires the Secretary of Defense (SECDEF) to submit to the Committees on Armed Services of the Senate (SASC) and the House of Representatives (HASC) a briefing on the status of the Junior Reserve Officers’ Training Corps (JROTC) programs of each Armed Force. SECDEF’s briefing must include the following:
(1) an assessment of the current usage of the program, including the number of individuals enrolled in the program, the demographic information of individuals enrolled in the program, and the number of units established under the program
(2) a description of the efforts of the Armed Forces to meet current enrollment targets for the program
(3) If applicable, an explanation of the reasons such enrollment targets have not been met (4) a description of any obstacles preventing the Armed Forces from meeting such enrollment targets
(5) a comparison of the potential benefits and drawbacks of expanding the program; and
(6) a description of program-wide diversity and inclusion recruitment and retention efforts
Tech Industry Certifications Before High School Graduation
In Virginia, the commonwealth’s Board of Education has approved many exams for the purpose of awarding verified credit, specifically designated as “Student-Selected Verified Credit.” In Fairfax County, just outside of our Nation’s Capital, many Career and Technical Education (CTE) courses prepare students for industry certification opportunities. Students who desire this professional credential must pass an industry-developed, industry evaluated exam at the end of the CTE course. Earning an industry credential demonstrates professional skill levels students and JROTC cadets have achieved while providing industry-recognized proof that students are prepared for career-related responsibilities or post-secondary education or training.
Fairfax County Public Schools (FCPS) provides a broad range of STEAM (Science, Technology, Engineering, Arts and Math) opportunities and academic opportunities that support pathways to STEAM jobs and careers. In Fairfax County, and across the National Capital Region, the greatest job growth continues to come largely from STEAM-related professions.

Data centers are part of the infrastructure that helps us bring WhatsApp, Instagram, Facebook and more to people around the globe. They support Meta’s mission to give people the power to build community and bring the world closer together.
BASKING RIDGE, N.J.— Cisco and Verizon collaborated on a successful proof of concept demo in Las Vegas, showing that cellular and mobile edge compute (MEC) technology can enable autonomous driving solutions without the use of costly physical Roadside Units to extend radio signals.
The result paves a simpler and more efficient route to powering applications such as autonomous/unmanned last-mile delivery bots and robotaxis in cities like Las Vegas, where public MEC technologies exist. Additionally, cities and roadway operators could create safer roads with C-V2X applications including pedestrian protection, emergency and transit vehicle pre-emption, on and off-ramp protection (e.g., when a loaded truck needs autonomous guidance to merge or brake safely), and potentially others that involve vehicles approaching intersections with traffic signals.
Proof of concept
Autonomous features in connected vehicles have always relied on roadside radios to extend the signals vehicles use for low-latency communication with each other and surrounding connected infrastructure. The Cisco and Verizon test proved that Verizon’s LTE network and public 5G Edge with AWS Wavelength, together with Cisco Catalyst IR1101 routers in connected infrastructure, can meet the latency thresholds required for autonomous driving applications – replacing the costly roadside radios previously required to meet those needs.
By using LTE and edge compute to virtualize the role of the Roadside Units, C-V2X communications proved to be more streamlined – likely to result in improved efficiency and cost effectiveness for municipalities, infrastructure providers, and application developers working with autonomous vehicles. (C-V2X refers to a vehicle’s ability to communicate with other vehicles and connected infrastructure surrounding it.)
The result demonstrates that connected and autonomous vehicle applications can be deployed today using LTE networks, mobile edge compute, and in-vehicle interfaces deployed by OEMs. These capabilities could lead to safer, less congested roads with current connected and autonomous vehicles, with scalability for future applications hosted at the edge and using LTE and 5G connectivity.

WASHINGTON – The Cybersecurity and Infrastructure Security Agency (CISA) convened a three-hour call on March 22, 2022 with over 13,000 industry stakeholders to provide an update on the potential for Russian cyberattacks against the U.S. homeland and answer questions from a range of stakeholders across the nation.
As President Biden noted yesterday, evolving intelligence indicates that the Russian Government is exploring options to conduct potential cyberattacks against the United States. CISA echoed the President’s warning on the call today and reinforced the urgent need for all organizations, large and small, to act now to protect themselves against malicious cyber activity.
On the three-hour call, CISA Director Jen Easterly, Deputy Executive Assistant Director for Cybersecurity Matt Hartman, and Tonya Ugoretz, Deputy Assistant Director for the FBI’s cyber division, encouraged organizations of all sizes to have their Shields Up to cyber threats and take proactive measures now to mitigate risk to their networks. They encouraged those on the line to visit CISA.gov/Shields-Up to take action to protect their organizations and themselves and urged all critical infrastructure providers to implement the mitigation guidelines enumerated on CISA.gov/Shields-Up, including:
Mandate the use of multi-factor authentication on your systems to make it harder for attackers to get onto your system;
Update the software on your computers and devices to continuously look for and mitigate threats;
Back up your data and ensure you have offline backups beyond the reach of malicious actors;
Run exercises and drill your emergency plans so that you are prepared to respond quickly to minimize the impact of any attack;
Encrypt your data;
Sign up for CISA’s free cyber hygiene services; and
Educate your employees to common tactics that attackers will use over email or through websites, and encourage them to report if their computers or phones have shown unusual behavior, such as unusual crashes or operating very slowly.
Director Easterly urged all organizations, regardless of size, to contact CISA immediately if they believe they may have been impacted by a cyber incident. When cyber incidents are reported quickly, CISA can use the information to render assistance and help prevent other organizations and entities from falling victim to a similar attack. Today’s event built on a series of briefings that CISA has been convening since late 2021 with U.S. Government and private sector stakeholders at both classified and unclassified levels. This outreach was provided to Federal Civilian Executive Branch Agencies, Sector Risk Management Agencies, private sector partners, state, local, tribal, and territorial (SLTT) governments, and international partners. To date, CISA has hosted or participated in more than 90 engagements reaching tens of thousands of partners.

“With increases to the budgets of NOAA, NASA, and NSF, this omnibus will strengthen our efforts to confront the climate crisis with strong funding for climate research and mitigation,” said OSTP Deputy Director for Climate and Environment Dr. Jane Lubchenco. “The science that this bill will support will strengthen our resilience and better enable us to preserve the natural world so heavily impacted by the climate crisis.”
“Increases in funding for the Department of Energy’s game-changing research in clean energy technologies will increase the technology options for meeting our climate goals and increase our energy security” said OSTP Deputy Director for Energy Dr. Sally Benson. “The bill also marks a turning point, accelerating the development of fusion power by providing funding for the Milestone-Based Development Program that supports public-private partnerships to develop practical approaches for making electricity from fusion, the same process that powers the Sun.”
