Raymond Bell, Jr. Elected BDPA-DC President and Executive Committee Chair

WASHINGTON — Raymond Bell, Jr. has been elected to fill the vacancy of Vice President Business Management and President Elect for BDPA of Greater Washington, D.C. (BDPA-DC). Bell will assume President of BDPA-DC and Chair the Chapter’s Executive Committee on January 1, 2022.

who supports Federal and DOD/IC portfolios for National BDPA.  Carter will expand his role in direct support of the Association’s Golden Anniversary Events in 2025, and National BDPA Local Chapter engagements in CONUS with JROTC Units, HBCU/MIs, and CBC (Congressional Black Caucus) Tech 2025 FED/SLED (state and local government and education) initiatives.

Bell is the founder of R. Emmanuel Bell Consulting, a training and facilitation company. Mr. Bell is a social entrepreneur, keynote speaker and facilitator. He is devoted to teaching and coaching young adults how to become I.T. professionals. Through his workshops, courses and coaching programs Bell shows young adults how to get out of  unemployment lines and onto rewarding career paths.

Bell’s passion is to empower young people to take ownership and control of their own destiny. In 2009 Bell founded The H.O.P.E. Project, also known as the “Harvard of the Hood”, an I.T. career training program. The H.O.P.E. With BDPA-DC Chapter’s latest rounds of new impact funding from Microsoft and OCTO, Bell is recruiting more Veterans, professionals, students, and interns from the National Capital Region (DMV) to join and actively participate in new committees. He wants to offer more technical coaching, mentorship, training, and certification programs to meet and exceed emerging cybersecurity and “Smart City” requirements. Adjacent to BDPA-DC, National BDPA also seeks immediate growth and new members in Annapolis, MD; Baltimore, MD; Northern Virginia; Richmond, VA; and new BDPA Chapters collocated with regional HBCUs and MSIs.

A new generation of Black male teachers starts its journey in partnership with Apple

AUSTIN, TX — For more than 100 years, teaching has run through Hillary-Rhys Richard’s family. Growing up in Katy, Texas, Rhys, as he’s known to his friends, listened to his mother, Astrya Richard, tell stories of her ancestors — four generations of educators who saw teaching as a calling, and learning as a tool for change.

By the end of high school, Rhys had never had a Black male teacher, and that absence, along with his family’s deep connection to education, helped steer him to follow in their footsteps.

This week, Rhys, 18, will complete his freshman year remotely as part of the inaugural class of the African American Male Teacher Initiative at Huston-Tillotson University. The first-of-its-kind program was created in partnership with Apple as part of the company’s ongoing and deep commitment to support Historically Black Colleges and Universities (HBCUs). Apple’s multiyear partnership with Huston-Tillotson complements other engagements the company has established through its Racial Equity and Justice Initiative, working alongside the HBCU community to develop curricula and provide new learning and workforce opportunities.

At Huston-Tillotson, Apple is providing scholarships for the program’s students, called Pre-Ed Scholars, as well as hardware, software, and professional-development courses for students and faculty. 

“Every student should have the chance to be taught by someone who represents them,” Rhys wrote in his application essay to Huston-Tillotson. “In order to build strong children, we need strong male teachers to forge a path through being the example for students. The baton has to be passed for us to continue pushing forward. I stand ready to run my leg of the race.

Currently, only 2 percent of all US teachers are Black men, something the program at Huston-Tillotson seeks to change. When Black students are taught by a Black teacher, they are significantly more likely to graduate high school and consider attending college.

Huston-Tillotson President Dr. Colette Pierce Burnette has witnessed the power of that relationship firsthand. Her son had a Black male teacher in the fifth grade, and it transformed his education.

“It just really did something magical for him,” says Dr. Burnette. “So this is personal for me because of my own experience raising an African American male. It’s my mission to be able to get these young Black men in classrooms, so they can pour into other vessels like themselves because they have shared experiences. And there’s nothing like being taught by someone who has a shared experience.

”It’s the reason Dr. Burnette prioritized the creation of the African American Male Teacher Initiative, and sought out a partner in Apple.

“There’s an African proverb: ‘If you want to go fast, go alone. If you want to go far, go together,’” says Dr. Burnette. “So to have a partner like Apple that is best in class for innovation and its commitment to excellence — it’s a natural match. We’re investing in a mission with education as the great equalizer and giving people opportunities to be the best they can be.”

When Rhys graduates from the program, he’s going to teach music. He currently plays four instruments, including the tuba, which is his favorite. His freshman music classes are taught by Dr. Samuel Rowley, who is Rhys’s first Black male teacher. “He’s very positive,” says Rhys. “And he’s a perfectionist with his work, which is sort of like me. So I see myself in him.”

Dr. Rowley’s life was also changed by his first Black male teacher, his high school band director. “He left a tremendous impact,” says Dr. Rowley.

“We all wanted to be music teachers just like him.” Dr. Rowley uses Clips and Garage Band on iPad in his music classes, which are all taught remotely because of the pandemic.

“If it would not have been for Apple products, I would not have been able to connect with my students all around the country,” says Dr. Rowley, who is a recognized Apple Teacher after completing professional learning courses offered through the free online Apple Teacher Learning Center. He’s guiding Rhys and his fellow Pre-Ed Scholars through the courses as well, so they will also be recognized Apple Teachers when they graduate.

“I’m really excited about learning more about Apple technology with the Apple Teacher program,” says Rhys. “Especially now that I’ve been introduced to GarageBand, I want to learn more about how I can incorporate it into my classes when I’m a teacher.” That passion for sharing knowledge is something that Rhys’s mother has seen for many years.

“The way he loves music, it will make anyone love music,” says Astrya, an assistant principal who taught for many years. “And I just picture him having that type of impact on kids. I think he’s going to be an outstanding educator.” Rhys’s application essay to Huston-Tillotson closed with a commitment to the generations of students he will undoubtedly go on to inspire.“

I look forward to creating a place of open learning where ideas are exchanged and experiences are shared,” wrote Rhys. “I want to be the teacher I never had, the teacher every student deserves. And it all begins here.”

The Gula Tech Foundation Announces Winners of $1 Million Grant Program

COLUMBIA, MD—Gula Tech Foundation, a nonprofit focused on awarding $1,000,000 in competitive grants to cybersecurity nonprofits several times each year, announced the winners of its initial competitive grant program. This competitive grant focuses on funding nonprofits with the mission to increase African American engagement in cybersecurity.

“We reviewed over a hundred submissions from impressive nonprofits impacting the cybersecurity industry. So many of the nonprofits that submitted are making a noticeable change in the industry and driving our industry forward,” said Ron & Cyndi Gula, Co-founders of The Gula Tech Foundation. “It was difficult to choose, but the three winners truly exemplify the mission, persistence and vision needed to succeed in this environment.”

2021 Winners:

First Place: $500,000

  • Black Cybersecurity Association: BCA creates a multigenerational pipeline of qualified professionals to enter the workplace and has more than 2,000 cybersecurity mentors enabling a variety of programs.

Second Place: $300,000

  • NPower Inc: NPower’s advanced Cybersecurity program is currently offered two times per year starting March or July for 100 students. The program is 14 weeks of full-time virtual classroom training followed by 12 weeks of on-the-job training and professional development through a paid internship in the cybersecurity departments of NPower’s corporate partners.

Third Place: $200,000

  • Girl Security: Girl Security provides multi-disciplinary, equity-informed programming through its “SEA Model,” where girls and young women are Secured, Empowered, and Advanced.

“We are thrilled to be announced as the first place winner of this initial competitive grant program. With a keen focus on creating qualified Black professionals to enter the cybersecurity workforce, this grant will enable us to accelerate this effort to reach 10,000 professionals by 2030,” said Darold Kelly Jr., President & CEO of Black Cybersecurity Association.

The Gula Tech Foundation’s March 2021 grant will support nonprofits that demonstrably raise public awareness about cybersecurity. Public awareness about cybersecurity is part of the Gula’s initiative to expand cybersecurity into the “Data Care” industry.  Applications for a competitive grant open March 22, 2021 and the winners will be announced May 20, 2021 as part of the 2021 RSA Conference.

“RSA Conference is very proud to partner with The Gula Foundation in their efforts to increase understanding of personal responsibility to care for data and, in doing so, positively impact inclusivity and diversity of those who seek out a career in our industry through their ‘Data Care’ grant,” said Britta Glade, Senior Director of Content & Curation for RSA Conference. “The ‘team sport’ vision that a Data Care term implicitly carries with it can help broaden the lens of who feels like our field is a possible career option. Through this grant, they will receive funding, leadership development and tech enablement to support their work in providing digital skills and workforce development opportunities within their community. Each are very thrilled to fuel local tech talent and work together to expand their programs, rebuild from the current COVID-19 crisis, and prepare members and alumni for an increasingly digital “Future Of Work.”

FTC Sends Refunds to People who lost Money to Work-From-Home Scheme

WASHINGTONThe Federal Trade Commission is sending full refunds totaling more than $284,000 to people who lost money to a scheme that used misleading spam emails to lure consumers into buying work-from-home services.

Explore DataThe FTC alleged that Effen Ads, LLC and its owners worked with an affiliate marketing network called W4 LLC to promote a work-from-home scheme by sending bulk unsolicited email, or spam, to consumers. The emails included “from” lines that falsely claimed they were coming from news organizations like CNN or Fox News, and “subject” lines that falsely suggested the opportunity was endorsed by celebrities such as investor Warren Buffett and personal finance expert Suze Orman.

The emails linked to websites displaying fake news stories and false celebrity endorsements, according to the complaint. Consumers who clicked on the links were routed to websites pitching the Effen Ads’ work-from-home schemes. The schemes operated under numerous brand names such as Secure Home Profits, Paydays At Home, Home Cashflow Club, Home Cash Code, Home Payday Center, Snap Web Profits, Complete Profit Code, Global Cashflow Center, Global Payday System, Your Income Gateway, Home Payday Club, Web Payday Center, and Home Payday Vault.

As part of their settlement with the FTC, the owners of Effen Ads and W4 LLC agreed to pay more than $1.4 million. Today’s distribution provides refunds to those who were deceived as part of Effen Ads’ work-from-home scheme. The remaining funds will be used to provide refunds to people whose personal information was sold by Effen Ads to Vision Solution Marketing, a telemarketing firm that peddled allegedly bogus business opportunities and agreed to a separate settlement with the FTC.

The FTC is sending $97 each to 2,931 people who lost money to the Effen Ads scheme. Most recipients will get their refunds via PayPal, but those who receive checks should deposit or cash their checks within 90 days, as indicated on the check. The FTC never requires people to pay money or provide account information to cash a refund check. If recipients have questions about the refunds, they should contact the FTC’s refund administrator, Rust Consulting, Inc., 1-866-317-7915.

National BDPA and local BDPA Chapters have broadened outreach to Historically Black Colleges and Universities and Minority Serving Institutions (HBCU/MSI) to include establishing BDPA chapters with HBCU/MSIs, CAE schools, and community colleges already certified by the National Security Agency (NSA) and the Department of Homeland Security (DHS) in research (CAE-R), cyber defense (CAE-CD), or cyber operations (CAE-CO).

D.C. Mayor Delivers a $4.6 Million Technology Investment with 16,400 Devices to Students

WASHINGTON – Today, Mayor Muriel Bowser and DC Public Schools (DCPS) began delivering more than 16,400 technology devices to students across all eight wards as a part of the Empowered Learner’s Initiative. The initiative is a comprehensive three-year commitment by Mayor Bowser to close the digital divide and empower DCPS students through access to state-of-the-art technology.

“Last year, our community made clear that they wanted us to invest more in technology in our schools – and we answered that call with a $4.6 million investment in new devices for our young learners,” said Mayor Bowser. “But this investment isn’t just about buying devices – it’s about ensuring our students and teachers have the programs and resources they need to help us close the digital divide in Washington, DC.”

Last year, Mayor Bowser made an initial $4.6 million investment in technology to provide every student in grades 3, 6, and 9 with a device to use at school, and students in all other grades will have a 3:1 student-to-device ratio in the classroom. After ensuring schools had the necessary technology infrastructure and providing professional development to educators, classrooms are receiving the Microsoft Surface Go to enhance teaching and learning.

Ferebee (above left, with students). “This year, students in grades 3, 6, and 9 will receive Microsoft Surface Go’s that will enhance their learning experience and advance college and career success. I thank Mayor Bowser for her investment in the Empowered Learner’s initiative and look forward to providing even more students with access to state-of-the-art technology over the next three years.”

After students and educators tested the Microsoft Surface Go, it was selected for its agility, durability, and long-battery life. The Surface Go has a world-facing camera for video and photography, and an inking stylus for drawing and writing.

Since the beginning of the school year, teachers, technology specialists, and operations staff engaged in professional development focused on this new technology. Students are receiving digital citizenship lessons, published by Common Sense Media, to make safe and responsible decisions online.

“We want to ensure the new technology provides the best experience for students and have been testing and optimizing to make that a reality,” said DC Chief Technology Officer Lindsey Parker. “Nearly 50 technicians are trained and ready to support students and teachers the moment the devices enter the classroom and students log-in.”

Tablets For TeensThe devices will stay in the classroom so teachers can continue to use the technology to enhance their instruction. Families can expect to see their third grade students using the devices to apply the math skills they learn to control Sphero robots; high school students enrolled in credit recovery can have full access to digital resources and assessment that will help them master the course content; and teachers can provide personalized strategies to meet every student’s individual needs through both in-person and digital instruction.

Next fiscal year, Mayor Bowser plans to make another multimillion dollar investment in technology to provide a device for every student in grades 4, 7, and 10. To learn more about the devices, families can visit the District’s Empowered Learners Initiative website.

HSCC Season Opens with HBCU Festival and Auto Show

WASHINGTON—This week, Industry welcomed the ‘Class of 2024’ to a new decade of unlimited opportunities to explore technical and innovative careers. The National Capital Region hosted the 18th annual HBCU Festival, The Washington Auto Show®, and the annual High School Coding Competition (HSCC) season opener.

hscc19-team_commentsThe HSCC kick-off was powered by America’s 2019 National Coding Champions, BDPA of Greater Washington, D.C. (BDPAdc.org). Their journey to BDPACon20 in Atlanta is underway, as a new decade brings with it increased regional participation welcoming JROTC units, HSCC teams from Baltimore, the District, Northern Virginia, and Central Maryland, and new collegiate chapters.

hbcufest_asbc2020aIndustry’s Historically Black College and University (HBCU) pipelines continue to grow with inclusive programs, impact investments, and support for annual HBCU Festivals. The Alfred Street Baptist Church Foundation (ASBC) hosted their 18th Annual Historically Black Colleges and Universities College Festival at the Gaylord National Resort Convention Center this Saturday where scholarships and acceptance letters were awarded on site during the festival!

The annual Festival is dedicated to connecting high school students and parents to HBCUs, while helping more students enter college to ensure HBCUs meet enrollment goals.  Since 2003, the Festival has connected more than 35,000 students and parents to academic institutions. Many students are first-generation college students, and in some cases, institutions participating in the Festival are the only available choices for these budding scholars.

The Washington Auto Show®, a world class event, continues to wow audiences this week with its cutting-edge exhibits, latest model cars and displays of historic vehicles. Opening January 24 this year, the Auto Show will continue to emphasize and showcase the latest innovations in sustainable automotive technologies. As the largest show in Washington, D.C., their “Public Policy Show” features special events and announcements for officials in government, industry and the media.

Students and BDPA Student Members interested in automotive careers, modeling and simulation, gamification (gaming), and next generation infrastructure opportunities are invited to participate in this year’s Earth Day Tech Summit next April co-hosted by National BDPA’s Greater Washington, D.C.
