Octo Holds Grand Opening of oLabs™ Innovation Hub

Octo celebrated its expanded oLabs™ innovation space with a grand opening attended by Senator Mark Warner and other notable VIPs committed to serving the Federal Government.

RESTON, VA—Octo, the premier provider of emerging technology and modernization for the Federal Government, yesterday celebrated the grand opening of its new oLabs™ innovation hub. Housed in a brand new, custom-built 14,000 square foot facility at Octo’s headquarters in Reston, Virginia, oLabs is the largest privately-owned R&D facility in the DC metro area dedicated to the Federal Government.

Octo invested more than $10 million in the expansion of oLabs which now offers an enormous amount of highly sophisticated compute power including more than 15 petaflops of AI compute and 2 petabytes of FlashBlade storage among others. In addition to the many new development tools for specialized R&D and a space purpose built to facilitate collaboration between Octo’s staff and its federal customers, oLabs will be a hub for internal collaboration and product development focused on solving federal agencies’ most complex issues.

Hewlett Packard Enterprise wins $2B HPE GreenLake contract with the National Security Agency

Harnessing data growth with purpose-built HPC and AI solutions

The new service includes a combination of HPE Apollo systems and HPE ProLiant servers, which ingest and process high volumes of data, and support deep learning and artificial intelligence capabilities. As part of the HPE GreenLake service, HPE will build and manage the complete solution that will be hosted at a QTS data center, a hosting facility that delivers secure, compliant data center infrastructure and robust connectivity to support scaling of operations. The new service will go into use starting in 2022.

The IBM-HBCU Quantum Center grows rapidly in size and scope

ARMONK, NY—When IBM launched the IBM-HBCU Quantum Center last September, our goal was to collaborate with historically Black colleges and universities (HBCUs) in a way that would advance not only quantum information science, but also STEM-based opportunities for these traditionally underrepresented communities. We are proud to report that this initiative in the quantum computing field is off to a fast start, as HBCUs, students, and faculty begin to explore the Center’s vast potential.

Membership has nearly doubled in less than six months to a total of 23 HBCUs. We have created a community of students and faculty, including the start of an undergraduate research program where students are exploring quantum computation with Qiskit, and have contributed to a pre-print on arXiv that investigates the use of machine learning and quantum computing to better understand unknown quantum systems.

Expanding the IBM-HBCU Quantum Center

Today, we’ve announced a slate of new members for the Center, with 10 historically Black colleges and universities joining the Center’s 13 founding institutions. The new schools (in alphabetical order) are:

Distinguished faculty

In addition to this rapid growth, we are honored to have distinguished faculty as members of the Center, including Howard University associate professor of physics Thomas Searles, winner of the inaugural Joseph A. Johnson III Award for Excellence; Serena Eley, an assistant professor of physics at the Colorado School of Mines and head of the Eley Quantum Materials Group; and Anderson Sunda-Meya, an associate professor of physics at Xavier University of Louisiana and recipient of the 2021 American Physical Society Excellence in Physics Education Award.

Professors Eley and Searles have also received grants from the National Science Foundation (NSF) through the organization’s Faculty Early Career Development (CAREER) Program. The program supports early-career faculty who have the potential to become academic role models in research and education and to lead advances in their department or organization.

Inclusion from the start

The Center is a multi-year investment designed to prepare and develop talent at HBCUs from all STEM disciplines. IBM’s goals are to build a sustainable quantum research and education program by increasing the number of Black students educated in Quantum Information Science and Engineering (QISE), strengthening research efforts of faculty at HBCUs in QISE, and providing opportunities for scholarship, fellowships, and internships for HBCU undergraduate and graduate students.

The IBM-HBCU Quantum Center’s mission is to educate, foster collaboration on joint research, and ultimately create a more diverse quantum-ready workforce for students studying everything from physics and chemistry to computer science and business. The Center’s members collaborate across their respective institutions, and are building regional interactions to strengthen both faculty and student engagement.

Black and Latinx students leave STEM majors at nearly twice the rate of white students, due largely to the lack of a support structure and access to resources as they pursue their academic goals, according to EAB, a Washington-based education research company. We see the need for an inclusive, supportive space where these students and their professors are able to collaborate and explore emerging technologies. This collaboration with HBCUs, which educate 27 percent of African American graduates with STEM degrees, will increase opportunities for faculty and students to identify and launch successful careers in the budding field of quantum computing.

Since IBM first put a quantum computer on the cloud almost five years ago, it has pushed the boundaries of both access and enablement for quantum computation at a global scale. One example is our Qiskit Global Summer School, which delivered an undergraduate-level course on quantum algorithms to a global audience of over 4,000 students in over 100 countries. Another example is our partnership with The Coding School expanding quantum education to high schools by educating thousands of students around the world for a full academic year.

We know that early touch points with new technology can help increase the likelihood of capturing interest in the subject and is critical for underrepresented communities. In return, we envision quantum computing benefitting greatly from a diverse community of researchers and industry professionals that can help advance the technology and identify commercial applications.

Looking forward

As the Center continues to develop, we are measuring success on a number of metrics, including student engagement, talent and workforce development, and research capacity. We hope to apply these best practices as we build the quantum workforce, especially at community colleges and undergraduate and minority-serving institutions, which all serve traditionally underrepresented communities in STEM.

WASHINGTON—The H.O.P.E. Project DMV (HOPE) is accepting applications for next semester’s online STEM certification offering of its renowned and award winning community information technology (IT) training and workforce development  program. Since 2009, HOPE has successfully launched exciting technology careers through programs uniquely designed to prepare students from ages 16-24 for mission-critical entry-level positions such as Helpdesk, Desktop, Service Management,  and Application support.

BDPA-DC Receives New Grant from Best Buy Foundation to Support Local Tablets-For-Teens Projects

WASHINGTON—The Best Buy Foundation has approved a grant to BDPA of Greater Washington, D.C. (BDPA-DC) in direct support of the association’s Tablets For Teens program.  Grant reporting and requirements for this next phase provide details on precisely how funds are used to support this rapidly emerging digital divide initiative.

BDPA-DC is supporting the following mission sets with Title-I schools across the National Capital Region collocated within our primary area of responsibility. Direct support includes distribution of free or low-cost computing devices to students and distribution of new cellular wireless hot spots to students with no broadband service at home.

This special grant also assists BDPA student members, students enrolled in National BDPA’s Student I.T. Education and Scholarship (SITES) activities, and local JROTC Cadets attending Title-I schools with new tablet PCs, notebook PCs, mobile hot-spots, or small single-board card-sized computers with accessories.  BDPA Student Members, Cadets, and local high school students may also receive community service hours supporting local BDPA SITES projects, webinars, technology events, and outreach activities with BDPA.

Judiciary Antitrust Subcommittee Investigation Reveals Digital Economy Highly Concentrated, Impacted By Monopoly Power

WASHINGTON—The House Judiciary Committee’s Antitrust Subcommittee released the findings of its more than 16-month long investigation into the state of competition in the digital economy, especially the challenges presented by the dominance of Apple, Amazon, Google, and Facebook and their business practices.

The report, entitled Investigation of Competition in the Digital Marketplace: Majority Staff Report and Recommendations, totals more than 400 pages, marking the culmination of an investigation that included seven congressional hearings, the production of nearly 1.3 million internal documents and communications, submissions from 38 antitrust experts, and interviews with more than 240 market participants, former employees of the investigated platforms, and other individuals. “As they exist today, Apple, Amazon, Google, and Facebook each possess significant market power over large swaths of our economy. In recent years, each company has expanded and exploited their power of the marketplace in anticompetitive ways,” said Judiciary Committee Chairman Jerrold Nadler (NY-10) and Antitrust Subcommittee Chairman David N. Cicilline (RI-01) in a joint statement. “Our investigation leaves no doubt that there is a clear and compelling need for Congress and the antitrust enforcement agencies to take action that restores competition, improves innovation, and safeguards our democracy. This Report outlines a roadmap for achieving that goal.”

After outlining the challenges presented due to the market domination of Amazon, Apple, Google, and Facebook, the report walks through a series of possible remedies to (1) restore competition in the digital economy, (2) strengthen the antitrust laws, and (3) reinvigorate antitrust enforcement.

The slate of recommendations include:

  • Structural separations to prohibit platforms from operating in lines of business that depend on or interoperate with the platform;
  • Prohibiting platforms from engaging in self-preferencing;
  • Requiring platforms to make its services compatible with competing networks to allow for interoperability and data portability;
  • Mandating that platforms provide due process before taking action against market participants;
  • Establishing a standard to proscribe strategic acquisitions that reduce competition;
  • Improvements to the Clayton Act, the Sherman Act, and the Federal Trade Commission Act, to bring these laws into line with the challenges of the digital economy;
  • Eliminating anticompetitive forced arbitration clauses;
  • Strengthening the Federal Trade Commission (FTC) and the Antitrust Division of the Department of Justice;
  • And promoting greater transparency and democratization of the antitrust agencies.

“After conducting this country’s first major congressional antitrust investigation in decades in which we held hearings, heard from experts and questioned the CEOs of dominant tech platforms, I can say conclusively that self-regulation by Big Tech comes at the expense of our communities, small businesses, consumers, the free press and innovation,” said Congresswoman Pramila Jayapal. “By reasserting the power of Congress, we now have a thoroughly researched and meticulously reasoned roadmap for the work ahead as we rein in anti-competitive behavior, help prevent monopolistic practices and allow innovation to thrive. I’m looking forward to continuing this urgent work.”

“This comprehensive report is a roadmap to a future where digital behemoths with considerable power over their markets are kept accountable to consumers, small businesses, and their workers,” said Rep. Hank Johnson, Chairman of the Subcommittee on Courts, Intellectual Property and the Internet. “By following these recommendations, we can bolster antitrust protections to ensure consumer choice, data privacy, and affordability in online marketplaces. But in doing so, we must also answer the overarching question that we’ve been grappling with: How do we remain a country where small businesses can thrive, even as we shift from brick and mortar to lines of code? That is our challenge now.”

Rep. Val Demings added, “Our investigation revealed an alarming pattern of business practices that degrade competition and stifle innovation. These companies have made remarkable advancements that have shaped our markets and our culture, but their anticompetitive acts have come at a cost for consumers and small businesses. Competition must reward the best idea, not the biggest corporate account. We will take steps necessary to hold rulebreakers accountable. I thank Chairman Cicilline for his leadership, and will continue to work for a fair marketplace and a tech industry that can advance quality of life for every person without undermining it for others.”

An “Ecological Paradise”: Tesla Gigafactory Austin is now Official

AUSTIN, TX (BDPA Austin) — “We’re going to make it a factory that is going to be stunning; it’s right on the Colorado River. So we’re actually going to have to have a boardwalk over you, hiking, biking trail. It’s going to basically be an ecological paradise,” Elon Musk announced during the company’s earnings call this week.

At the heart of these products are batteries. Tesla has seen enormous demand for energy products and electric vehicles. Today, there are more than 350,000 Tesla vehicles on the roads worldwide, and we’ve installed over 1 GWh of energy storage across the globe.

The Gigafactory was born out of necessity and will supply enough batteries to support Tesla’s projected demand. In mid-2018, battery production at Gigafactory 1 reached an annualized rate of roughly 20 GWh, making it the highest-volume battery plant in the world. Tesla currently produces more batteries in terms of kWh than all other carmakers combined. With the Gigafactory ramping up production, Tesla’s cost of battery cells will significantly decline through economies of scale, innovative manufacturing, reduction of waste, and the simple optimization of locating most manufacturing processes under one roof.

The Gigafactory is designed to be a net-zero energy factory upon completion. It will not consume any fossil fuels – there is no natural gas piped to the site nor are there permanent diesel generators being used to provide power. Emergency backup is fed from various electric sources, including renewable energy and storage products.

Congress Hosts HBCU Leaders for Event on Education, R&D, and Prosperity

WASHINGTON — Representative Mark Walker (R-N.C.) hosted the fourth annual Historically Black Colleges and Universities (HBCU) Fly-In event with U.S. Senator Tim Scott (R-S.C.)  This annual Fly-In represented nearly 40 HBCUs and Minority-Serving Institutions (MSIs) across the country.

The Fly-In event featured two panels with members of Congress. One in the morning with Scott, Senator Kelly Loeffler (R-Ga.), Senator Tim Kaine (D-Va.), and Senator Thom Tillis (R-N.C.). Walker hosted the second panel, which included guests U.S. Representative French Hill (R-A.R) and U.S. Representative Andy Barr (R-K.Y).

Among topics discussed were funding sources and the passage of the FUTURE Act, legislation Walker led to provide permanent resources for HBCUs and MSIs. Walker and Scott also led a robust session on the benefit of Opportunity Zones and economic policies to bridge economic and educational divides across minority communities.

Scott and Fly-In attendees honored Walker with a framed photo at the conclusion of the conference to thank him for his relentless dedication to HBCUs over the past six years. His district also includes the largest HBCU in the United States, North Carolina A&T State University.

Walker has been a champion of HBCUs and MSIs from the very beginning of his time in Congress, fighting for the funding and recognition they deserve. Walker also delivered welcoming remarks this week at the Thurgood Marshall College Fund’s (TMCF) Fly-In.

Senator Scott and Congressman Mark Walker (R-NC) co-hosted the Fourth Annual 2020 HBCU Fly-In in Washington, D.C. This annual event featured a bipartisan, bicameral coalition of Members of Congress to celebrate America’s more than 100 Historically Black Colleges and Universities (HBCUs).

Related funding discussions with both chambers of Congress, both sides of the aisle, Professional Staff, and event follow-up requests for HBCU/MSI inclusion include, but are not limited to:

  • Increasing HBCU/MSI research and development (R&D) participation
  • Upgrading HBCU/MSI infrastructures
  • Developing and upgrading HBCU/MSI super-computing facilities, capabilities, training, and staffing
  • Increasing HBCU/MSI pipelines with robust High School and JROTC computer, cyber, robotics, and drone training with competitions from as early as 7th or 8th grades

Funding requests were submitted this quarter to the House and Senate’s respective professional staff  on Appropriations, Armed Services, or select Committees on Intelligence for the 2021 National Defense Authorization Act (NDAA) to fund legislative incentives to broaden mission-partnerships and increase subcontracts for HBCU/MSIs with Federally Funded Research and Development Centers (FFRDCs) and University Affiliated Research Centers (UARCs).  FFRDCs and UARCs are not-for-profit entities sponsored and primarily funded by the U.S. government to address technical needs that cannot be met as effectively by existing government or contractor resources.

The UTC program awards and administers grants to consortia of colleges and universities across the United States.

Members of the Congressional Black Caucus (CBC), including Congresswoman Karen Bass (D-CA), who chairs the CBC and serves on the House Foreign Affairs Committee, and Congressman Anthony Brown (D-MD), who serves as Vice Chair of the House Armed Services Committee (HASC) and on the House Committee on Transportation and Infrastructure, also participated.

Blacks in Cybersecurity host Winter Summit 2020

ARLINGTON, VA — Building upon 2019’s inaugural year, this year’s convening of Blacks in Cybersecurity (BIC) Winter Summit 2020 at Marymount University provided an excellent venue with workshops for very diverse audiences and small business owners exploring DevSecOps, information security, and new cybersecurity challenges.

BIC understands these programs are vital for emerging information and communications technology (ICT) industries to promote and support broader engagements across underserved and under-represented communities. This year’s highlights included distinguished professionals from industry and academia complimenting BIC’s Blue Team and Capture The Flag (CTF) workshops (shown below).

Blacks In Cybersecurity, is a Cybersecurity Conference Series all encompassing professional networking and development for minorities in cybersecurity fields. BIC promotes the advancement, knowledge, and cybersecurity education across STEM communities.

According to their leadership team, Blacks In Cybersecurity is attending or participating in Black Hat USA, DEF CON 28, BDPACon20, and hosting their BIC Fall Summit 2020 later this year.
